Description

  • To provide administrative support in the procurement of goods and services, supplier database maintenance, tender administration and contract administration for CEF Group.

Requirements

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Matric NQF Level 4, and National Diploma in Procurement / Supply Chain Management Bachelor’s degree NQF Level 7 /Btech
  • Level 4 Diploma CIPS Qualification as an added advantage.
  • Honours or post graduate diploma NQF Level 8 as an added advantage.
  • A minimum of 6 years of which 3 years must have/be performing similar function

KEY PERFORMANCE INDICATORS

Requisition Administration

  • Register all requisitions for CEF and subsidiaries.
  • Check and evaluate specifications.
  • Draft requests for quotations and identify possible suppliers from database taking into consideration potential BBBEE or specific goals of suppliers.
  • E-mail requests for quotations to suppliers
  • Assist with the adjudication process and chair for Request for Proposals RFP of less than R500 000
  • Negotiate discounts with suppliers.
  • Evaluate quotations in consultation with user department, when required.
  • Recommend supplier to budget holder.

Tenders and Requests for Proposals

  • Prepare tender documents.
  • Advertise tender on the E-tender portal or appropriate medium.
  • Receive and open tenders and complete the tender register
  • Provide secretariat support in the evaluation of tenders in accordance with tender processes.
  • Evaluate RFPs for the group
  • Present evaluation report to the Bid Adjudication Committee BAC
  • Notify successful and unsuccessful tenderers of outcomes.
  • Securely file all tender documentation for safekeeping
  • Ensure compliance with CEF Procurement Policy
