Project Description: 

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Position Summary

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. Major Responsibilities

The Area Engineering Manager is responsible within one (of three), key delivery sectors to monitor and coordinate the design process for all capital works execution Contracts within the defined area.

The work will require management of a team of Project Engineers and close coordination the broader Engineering Department and with other departments and external stakeholders as well as assuming technical responsibility for interpreting, organizing, executing, and coordinating across multiple projects.

ESSENTIAL JOB DUTIES:

• Manages the Project Engineers in their activities and provide guidance on technical issues.
• Take ownership of all new design contracts in his project area and work with the Project Engineers to develop Task Releases to local engineering firms (A/E’s).
• Review and approve the scope and design cost estimate for all Task Releases.
• Ensure that Project Engineers meet their Work Plan goals in budget and schedule.
• Prepare the cash flow budget for the annual work plan; monitor and resolve variances.
• Present projects to the client Planning Committee.
• Liaise with the Area Construction Manager to ensure resolution of design and construction issues.
• Coordinate with planning departments and Engineering disciplines to identify and recommend new projects as required to maintain the function of key infrastructure for existing and future industries within the Jubail Industrial City.
• Participate in weekly staff meeting and monthly area review meetings to report on project performance and resolution of engineering issues.
• Submit timely and accurate data to project controls for weekly and bi-weekly reports.
• Request and manage off-project engineering support, if deemed necessary.
• Monitor the timely completion and response of Technical Queries (RFI, FCD).
• Raise trends and submit to project controls.
• Coordinate Design Change Notices. Review and ensure quality of A/E submittals.
• Develop and maintain training competencies and training material to support succession planning within the Project delivery group.

Qualifications and Skills:

Essential Technical: 

• University degree in Civil / Structural /Architect or related discipline with engineering experience in buildings.
• Minimum of fifteen (15) years’ experience in design and coordination of multi-discipline design teams.
• Experience with preparation and monitoring of engineering performance and progress reporting as well as writing scope of work for design Consultants carrying out design work.
• Minimum 10 years’ experience in the design of buildings (e.g. Residential, Commercial, Health, Recreation, Education, Aviation or Public Buildings).
• Must have Engineering design management background.

Additional Qualifications:

Preferred Technical:

• Experience in executing engineering in a BIM/VPD environment.
• Experience across one or more of the following key infrastructure sectors;
• Urban infrastructure development including earthworks, roads and major utilities.
• Industrial infrastructure development including major utilities, ports, pipeline corridors, roads and general industrial site development.
• Mechanical / Electromechanical utilities (pump stations, lift stations, district cooling, substations etc.)
• Demonstrated experience with preparation of engineering fee proposals and engineering design contracts.
• Operations & maintenance experience.
• Sufficient knowledge of computers to monitor schedule of work and track completion of outstanding design issues.
• Understanding of industry standard design procedures and ability to explain and communicate them with clarity in both written and verbal form.
• Familiar with industry standards and codes.
• Experience in construction.
• Knowledge of Engineering software applications as related to the design of civil infrastructure and buildings including, but not limited to: Autodesk suite of CAD and analysis tools.
• Execution planning / financial management / planning and organizing.
• Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.

Preferred Behavioral:

• Experience managing an integrated engineering design team on complex industrial infrastructure projects.
• Experience working in KSA.
• Successful implementation of mentoring programs for young engineers.
• Multi-tasking co-ordination skill while executing complex and ambitious project /program execution.
