:Principal Objective: A brief summary of the responsibilities of the position
Plans, designs, programs, tests, implements and manages Geographic Information Systems (GIS) using ESRI ARC/INFO software suite on Unix Sun Solaris and Windows 2000/NT operating systems. Provides consulting to the Royal Commission on GIS and Information Technology (IT) projects and contracts. Manages large-scale GIS/IT database development projects to support Enterprise GIS implementation for the Royal Commission.
Major Activities Performed: List the major job function(s) of the position.
Creates Request for Proposal (RFP) and other contract documents to support GIS/IT activities.
Performs bid evaluations for GIS/IT contracts.
Manages large-scale GIS/IT database development and Enterprises GIS implementation projects.
Coordinates manage and interfaces with GIS/IT contractors.
Performs analysis of proposed systems and presents summary reports and recommendations to the Royal Commission.
Creates and/or reviews specifications for programs, data structures, projects, procedures and protocols.
Functions in consulting role to Royal Commission on GIS/IT systems development.
Ensures team and contractor adherence to established standards and procedures.
Supervises assigned personnel, if any in the development of computer applications.
Provides on-the-job training to Saudi employees
Performs research and presents summary reports and recommendations to the Royal Commission on GIS/IT trends, standards and procedures.
Make programs and applications using GIS software (Arc/Info, Arc/View)

Experience and Qualifications: List the background experience required for the position, number of years experience, in what fields. Describe the desirable academic background.
A Bachelor’s Degree in GIS or related field from a recognized university with 8 years of experience in GIS/IT project management, contract writing and contract administration
Recent experience in computer programming and analysis in Unix Sun Solaris and Windows 2000/NT operating systems specifically using ESRI ARC/INFO GIS software suite.
Extensive knowledge of system analysis and computer program development, testing, design and documentation in online data use.
Additional Skills and Abilities:
Knowledge of map coordinate systems, projections, and transformations is required.
Experience capturing, converting, creating, editing, manipulating and maintaining digital information in a GIS environment.
Strong cartographic and data management skills; Understanding of data management principles and practices.
Knowledge of the design and implementation of mobile GIS data collection applications -- preferred.
Ability to coordinate multiple projects simultaneously.
Strong communication skills and demonstrated ability to work in a team environment
