Parsons is looking for an amazingly talented Deputy Project Manager to join our Jazan Program The Deputy Project Manager is responsible for the management of the Ports Project Management Plan and controls all the project management phases of the assigned projects from authorization to handover, ensuring the successful completion within the agreed schedule and budget in accordance with the specified contractual obligations. There is major involvement in the JCPDI approval stages for new projects, supervising all pre-award phases for studies, design and construction projects on behalf of the Royal Commission with stakeholder management duties throughout the entire project lifecycle from inception to final handover.

What You'll Be Doing:

Coordinates with all stakeholders during projects during initiation stage for preparation of preliminary scope of work, cost estimates, schedule and getting projects approval from JCPDI Management.

Supervise and coordinate the preparation of Request for Proposal (RFP). Coordinates definition of detailed scope of work, determines major milestones, and recommends appropriate pricing policy for projects. Coordinates RFP preparation with departments associated with the projects, reviewing inputs and making necessary amendments.

Perform technical evaluation of potential companies for Consultancy, Architectural / Engineering (A/E) and Construction contracts and recommends short-lists of qualified companies. Obtains Royal Commission approval for completed RFPs and bidder shortlists. Participate in bids evaluation the recommending selection of contractor.

Join pre-bid meeting and introduce project’s scope of work to the bidders.

Coordinates with concerned department in obtaining clarifications on bidders’ queries and issuance of addendums.

Participates in final negotiations to determine final terms of contract. Represents Royal Commission in signing Summary Memorandum of Negotiations and obtains approved Notice to Proceed, participate in port award meeting.

Coordinates with concerned departments and dedicated personnel in providing technical information regarding progress, schedule and cost performance. Reports on major problem situations which could result in cost overruns or delays in schedules.

Advises concerned departments of any changes (design or construction) requested by Royal Commission Port Authority and coordinate in implementation of those changes.

Performs similar pre-award activities for construction portion of the project as were done for the design portion.

Ensuring all pre-award activities to be completed and projects awarded on RC Port Authority scheduled date.

Make presentations on assigned projects to upper management, when required.

What Required Skills You'll Bring:

Candidate should have any port or maritime related training course, discipline or degree with minimum of 8 years of directly related experience. 

Certification as a Project Management Professional (PMP) or Port and terminal certification is preferred.

Familiar with industry procedures, specifications and best practices. 

Familiar with planning and scheduling methods such as CPM, project accountability, budgeting and the expenditure and financial of the project.

What Desired Skills You'll Bring:

At least 3 years’ experience in project management role with Client/Owner and a good understanding of all the phases of Projects Management such as planning, initiation, design and bidding.

Excellent command of the English language.

Knowledge of computers and basic software applications: MS Office (Word, Excel, Power Point).
