ROLEPoint of
contact on construction site ensuring all technical documents of the project
are recorded, maintained, all elements of the projects are constructed in
accordance with the contractual documents with a minimum safety requirement and
provide a high level of consultancy throughout the project and assist Senior
Engineers in providing the details on Site progress, Labour return, tracking
authorities approvals status keeping in mind the delivery of the project on
program.

RESPONSIBILITIES

Documentation
  • Keep
    records of inspection requests, test reports, Site Observation and NCR's.
  • Keep Resident Engineer well informed of all planned inspections to be carried out.
  • Carry out
    all inspections required by the Contract in accordance with the agreed QA/QC procedures
    and Local Authority Requirements.
  • Carry out
    the inspection of materials delivered at site, prior to use/ installation with
    or without inspection requests. Conduct random inspections in storage/ store
    areas.
  • Witness and
    attest the testing works as required.
  • Check,
    witness, verify and attest the Testing and Commissioning activities.
  • Carry out
    regular site visits to oversee the quality and progress issues to raise SO /
    NCR.
  • Arranging
    submittals and maintaining in order.
  • Issue
    notification emails and monitor list of outstanding submittals on a weekly
    basis to ensure timely return of all submittals in 7 days target.
  • Timely
    return of submittals to contractors.
  • Safety
    Audit preparation and issuing.
  • Review all
    submittals including programme, Cash flow charts, and labour histogram.
  • Ensure the
    contractor keeps all approved shop drawings, authority approved drawings,
    constructions NOC's at site all times
Management
  • Monitor the
    contractor's daily site activities, including program, labour strength, safety
    etc.
  • Follow up
    with the Contractor and sub-contractors to ensure all outstanding actions are
    completed as agreed.
  • Effectively
    implement Company HSE plan in the project.
  • Ensuring
    acceptable site safety standards are maintained at all times on site.
  • Preparation
    of snagging and de-snagging outstanding list at stipulated periods.
  • stipulated
    periods and following up to ensure all snags are closed upon hand over.
  • Notification
    of "C" status submittals to contractors regularly.
  • Comparison
    of available actual labour strength on site with agreed labour histogram
  • Review and
    monitor site progress with respect to the approved programme.
  • Updating
    the site progress and maintaining site photos, to keep proper records.
  • Ensure the
    contractor keeps all authority approved drawings, Constructions NOC at site at
    all times.
  • Review and
    monitor status of authority approval schedules against the contractors work
    program to avoid any delay to construction of services.
  • Review
    minutes and update progress to Resident Engineer / Lead Architect / Lead
    Project Engineer prior to meetings.
  • Witness the
    Subcontractor co-ordination meeting arranged by the Contractor.
  • Review
    progress reports to provide site progress inputs.
  • Ensure all
    inspections are carried out at the time requested by the contractor and record
    the time and date of all inspections.
Communication
  • Chair
    co-ordination meeting with the contractor relating to site activities and
    programming.
  • Transfer of
    quality and accurate information between site and management team.
  • Issue daily
    quality reports to Client.
  • Process the
    response to SO / NCR form Contractor and respond. Follow up until completion.
  • Participate
    and coordination in QA/QC meetings with the Contractor to resolve any site
    issues.
  • Follow up
    with the Contractor regularly on the site issues until closeout.
Coordination
  • Follow up
    with sub consultants' inspection to ensure timely return of comments.
  • Ensuring
    Local Authorities safety audits conducted on site regularly.
  • Ensuring
    Inspection requests are submitted with proper notification period.
  • Review of
    Interim payment with respect to the actual progress at site, coordinate with QS
    prior to issue to Resident Engineer / Lead Architect/ Senior Project Engineer.
  • Ensure
    services tracking records are prepared by Contractors, reviewed by MEP
    Engineers and circulate to all concerned.
  • Update and
    maintain design issues register and issue to all relevant parties.
  • Update and
    maintain lessons learned schedule in coordination with the team on site.
  • Coordinate
    with Local Authority inspections on site with the Contractor team.
  • Coordination
    with other trade sub-consultants to review their comments before its being
    submitted to Resident Engineer / returned to the Contractor.
Quality
Assurance
  • Effectively
    implement Company QMS/PQMP in the project.
  • Ensure
    current Construction issue drawings are available at site and followed at site.
    All superseded drawings should be available at site.
  • Review of
    Structural submittals for the correctness of levels, lines and forwarding to
    Structural department.
  • Ensures
    Contractor's Progress reports are updated, all information's provided are
    factual and accurate.
  • Ensure the
    site works are carried out as per specifications and approved shop drawings.
  • Participate
    in Red Pen Review incorporating lessons learned items.
  • Preparation
    of site observation and issuing to Contractors.
  • Preparation
    and maintenance of NCR's and its close-out
