Senior responsibility for Parsons's Cost Estimating and Cost Management function for SAPL.

Responsible and accountable for ensuring that our estimating and cost management functions are in full coordination with the processes and procedures of the project and its other Delivery Partners.

The Program is delegating strategic direction and setup for cost estimating/ planning, so this position is accountable for the development of this strategy and also for of execution of the various deliverables including but not limited to estimating, cost planning, cost management, governance and risk management (as and when required) and reports directly to the Commercial and Procurement Director.


SPECIFIC RESPONSIBILITIES

  • Establishes the standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project in coordination with the project and its Delivery Partners.
  • Close coordination with the Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk and change management.
  • Develops and implements cost and estimating management standards that are inline with market best practices and are to be used throughout the program and facilitates compliance by project team members.
  • Provides leadership, guidance, direction, and specialized assistance to project for the resolution of difficult and complex project estimating and cost control problems.
  • Leads interface with the client and its other Delivery Partner, attends regular meetings, and provides statistical reports.
  • Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
  • Assesses the impact(s) of design/construction changes and schedule slippages, as and when required in coordination with the Project Controls function
  • Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
  • Completes performance reviews and provides personnel development for the assigned employees.
  • Recommends and provides input to the customization of project control systems to meet specific project estimating requirements.
  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:


BS degree in Engineering or Construction Management, with 15+ years experience in cost estimating, cost planning, reporting and analysis with demonstrated skill in establishing estimating criteria, planning and supervising project cost engineering activities.

  • Demonstrated leadership and stakeholder management skills at senior levels.
  • Excellent written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing.
  • High proficiency in Microsoft excel and ability to adapt to customization of estimating software.
  • Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex stakeholder environment.
  • Ability to manage an estimating team that would be required to perform difficult and complex estimating task deliverables typical to the engineering and construction industry projects and programs is required.
  • Strong knowledge and familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required.
  • Ability to work in a large matrix organization (dual reporting). Ability to interact with an influence seniorlevel management. Ability to consult, motivate, and negotiate effectively with coworkers, employees, vendors, and contractors.
  • Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
  • Excellent organization and follow through abilities.
  • Excellent business judgment.
