JOB PURPOSE

To lead the development of the Facilities Management strategy for employees and assets and review operations & maintenance (O&M) guidelines to provide an environment within the facilities while strictly adhering to internal policies and government-mandated safety regulations.

ROLES AND RESPONSIBILITIES

Planning and Strategy

  • Design and implement the Facilities Management directorate's strategy and roadmap in alignment with the Shared Services & Work Environment Business Unit strategy
  • Establish the Facilities Management directorate's plans and provide input to the division's goals that support its overall strategic plans
  • Collaborate with directors in other divisions to identify required initiatives to meet future business demands
  • Manage and drive the achievement of the Facilities Management directorate's strategy, objectives, and KPIs within the accountabilities of the Shared Services & Work Environment Business Unit
  • Prepare and present regular reports on the Facilities Management directorate's progress and outputs to be shared with relevant stakeholders in line with reporting requirements

Budget Management

  • Manage Facilities Management directorate's budgeting cycle and provide input to the overall budgeting process
  • Manage the Facilities Management directorate effectively within budget, and report accurately on progress made and challenges encountered
  • Formulate initiatives that result in positive financial impact for the Facilities Management directorate and mitigate financial and operational risks

Facility Engineering

  • Select best-fit facility engineers to lead the development of facility design
  • Monitor design plan and specification and provide recommendations highlighting improvement opportunities
  • Review and approve the final detailed design and estimated budget
  • Ensure development of architectural and structural design according to given specifications
  • Select best-fit contractors/providers based on profile fit, requirements, and needed expertise and coordinate with relevant departments to finalize contracts
  • Review and approve submittals that include the final drawing, schematic design, schedule, needed materials, and project budget
  • Monitor project execution by tracking progress, identifying issues, and determining convenient solutions to ensure proper implementation according to the set timeline and budget
  • Review the execution of the testing plan developed by project contractors to ensure the completion of project outputs according to requirements, specifications, and standards
  • Receive and review proposed solutions and corrective actions to solve detected issues
  • Ensure project stakeholders are receiving proper training from contractors to complete their jobs effectively and efficiently
  • Review project closure reports as well as vendors/supplier's performance reports for identification of future actions

Facility Operations & Maintenance

  • Review, provide input then approve operations and maintenance guidelines
  • Develop preventive and corrective maintenance plans and follow up on the implementation
  • Ensure operational functionality of all Tahakom's buildings and manage the completion of all operations and maintenance requests in a timely and effective manner
  • Review and handle escalated cases related to vendors' performance and take corrective actions when needed to ensure proper implementation of the contract
  • Select and coordinate with the third party and secure adequate insurance coverage on all installations/equipment

Processes Management

  • Develop and oversee the implementation of the Facilities Management directorate's policies, procedures, and controls covering Facilities Management directorate so that all relevant procedural/legislative requirements are fulfilled while delivering high-quality and cost-effective results
  • Lead and direct the management of changes through continuous improvement of the Facilities Management directorate's systems, processes, and practices considering leading practices, changes in international standards, and changes in the business environment which demand proactive action plans
  • Monitor day-to-day activities to ensure compliance with stipulated policies and procedures, including risk management rules and regulations
  • Oversee the development and implementation of Service Level Agreements (SLAs) with other functions, if needed

People Management

  • Help instill a culture of development, guidance, and performance within the Facilities Management Directorate
  • Guide, mentor, and develop the Facilities Management directorate's team to take on larger and more complex responsibilities
  • Identify and recruit key talent for the Facilities Management Directorate
  • Provide clear top-down communication to employees and bottom-up feedback to the top management
  • Set performance objectives, provide the necessary support, evaluate/appraise direct reports, and provide regular feedback on performance
  • Establish a high-performance working environment

JOB QUALIFICATIONS AND REQUIREMENTS

Knowledge & Experience - 8 to 10 years of relevant experience with at least 4 years of experience in a managerial position

Education & Certifications - Bachelor's degree in business management or equivalent is required

Master's degree in business management/operations or equivalent is preferred
