Purpose


Jazan Integrated Gasification and Power Company (JIGPC) is looking for a Senior Project Engineering Manager to provide oversight of the development of FEL 1, 2, 3 packages with target of achieving +/-10% cost estimates, followed by detailed engineering deriving from "Design Notices".

This is to ensure safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.


Design Notices are the method that JIGPC uses to notify issues to Saudi Aramco that could prevent IGCC plant from passing the performance tests or delaying schedule and long-term performance guarantees based on the assumption that the IGCC design basis being correct.

Design Notice is a defined term in the Asset Purchase Agreement


The development of a Design Notice package is following the Project Life Cycle Procedure using a stage Gate Approach which require approval before moving to the next phase.

Nature & Scope


The Jazan IGCC is the world's largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power.


Facilities and assets include the following units:

residue gasification, acid gas clean up (Rectisol), soot ash recovery, Sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and wastewater treatment facilities.


Properly functioning units are critical to the safe, reliable, and efficient operation of the plant facilities and associated equipment & systems.


As a member of the Design Notices Execution Team, the Senior Project Engineering Manager lead multi discipline teams within JIGPC and OEs (Owners Engineers engaged for engineering work) with different cultures.

Interfaces with Saudi Aramco SMEs for acceptance & approval of the FEL packages prior to Detailed Design.

He / She will interact routinely with plant operations, maintenance, and other engineering personnel.


The position emphasizes teamwork, communications, organization, change management, work process optimization, planning, leadership, and hands-on technical skills with comprehensive knowledge across engineering disciplines.


PRINCIPAL ACCOUNTABILITIES
Safety

  • Provide & maintain a safe work environment for self & others. Employ good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries or lost time incidents.
Principal Accountabilities

  • Fully accountable for delivery of FEL and detailed engineering work of DNs with quality, within cost and on schedule.
  • Development of the Project Engineering and Design Execution Strategy.
  • Development of project specific instructions and procedures (if required);
  • Consolidate engineering discipline budgets and manage them during the project.
  • Directing internal engineering and design resources & OEs to produce engineering deliverables on schedule and within budget.
  • Takes the necessary technical decisions to resolve conflicts between disciplines.
  • Ensures effective technical coordination with Project Delivery, Operation, Maintenance, or thirdparty representatives.
  • Lead interfaces with Saudi Aramco SMEs for acceptance & approval of the FEL packages prior to Detailed Design.
  • Coordinates the stage Gate Review of the design packages.
  • Manages Owner Engineering teams for assigned Design Notices.
  • Ensures all changes are managed in accordance with the project procedures.
  • Ensures that lessons learned for engineering are clearly identified, recorded, and communicated.
Minimum Requirements and Qualifications

  • Bachelor's Degree or higher in Engineering.
  • 15 plus years plus relevant professional experience in Project Engineering Management.
  • Strong track record in the management of Front-End Engineering activities.
  • Experience on Engineering Procurement and Construction (EPC), Industrial Gases or Petrochemical projects.
  • Strong organizational, communication and facilitation skills.
  • Ability to bring teams together to achieve project targets and goals.
  • Good commercial awareness with ability to manage change.
  • Experience in Brown Field Projects.
  • Knowledge of Gasification, Power generation, Sulphur Removal, Solids Handling, and Wastewater treatment will be advantageous.
