Job Description:

Located in Yanbu Industrial City Program along the Red Sea Coast in Saudi Arabia, Parsons SAPL is seeking a Principal Supervising Engineer - Mechanical (Design Technical Lead) to oversee the Mechanical Engineering Unit's operations. This role involves maintaining the technical quality of project designs in line with approved standards and ensuring uniformity. The selected candidate will be part of the Technical Support Section within the Engineering Department, offering professional assistance to various projects in Yanbu. Reporting to the TSS Supervisor and RC Section Manager, the individual will provide leadership, technical guidance, and support to team members and collaborate with different stakeholders.

Responsibilities related to Building Mechanical Services, including HVAC, Plumbing, Public Health, and Fire Suppression systems, comprise the core activities:

  • Plan and execute engineering tasks to meet city industrial and community infrastructure development standards.
  • Lead the engineering team to fulfill program requirements, manage resources effectively, and coordinate with other departments.
  • Provide mentorship, guidance, and performance monitoring for junior staff.
  • Review design drawings, specifications, and calculations by A/E consultants and EPC contractors, ensuring alignment with other disciplines' work.
  • Offer technical advice to different sections within the Royal Commission, participating in meetings and workshops as needed.
  • Develop design proposals, technical specifications, and cost estimates, aligning them with project requirements.
  • Collaborate on value engineering sessions and support during construction phases.
  • Conduct field inspections, troubleshoot construction issues, and provide technical support.
  • Prepare technical reports, studies, and correspondence, serving as a specialist in specific areas.
  • Provide expertise in problem-solving, recommending solutions and improvements.

Experience and Qualifications:

For this role, the following qualifications are mandatory:

  • A degree in Mechanical Engineering from a recognized Western University with a minimum of 15 years of post-graduate experience. Alternatively, a Master's Degree with at least 12 years of post-graduate experience will be considered.
  • Minimum 5 years of experience as a discipline team lead or supervisor, with a background in designing large-scale industrial, commercial, and residential projects.
  • Demonstrated proficiency in design management, effective communication in English, and familiarity with international codes and standards.
  • Extensive experience with building codes, HVAC, and fire safety systems analysis.
  • Proficiency in HVAC design and 3D modeling software like Revit.

Preference will be given to candidates with:

  • Past experience in the Middle East and knowledge of the Saudi Building Code (SBC Codes).
  • Membership in an Engineering Professional Association equivalent to US PE or UK Chartered Engineer status.
  • Background in Building Information Modeling (BIM).
