Wij zijn namens de SVB op zoek naar een Projectmanager Ontwikkelomgeving op basis van 35-36 uur.

Door de genoemde ontwikkelingen en beperkte capaciteit voor het verbeteren en vernieuwen van de ontwikkelomgeving van de SVB en deze verder te moderniseren treed er stagnatie op. De projectmanager is verantwoordelijk voor het realiseren van de volgende resultaten:

  • Het inventariseren en (laten) uitvoeren van de korte termijn verbeteringen van de huidige ontwikkelomgeving ken (VDI gebaseerd);
  • Het inventariseren van de requirements m.b.t. toekomstige ontwikkelomgeving;
  • Het geven van advies bij de bepaling van een voorkeursscenario voor de vervanging van de ontwikkelomgeving;
  • Inrichten van Beheer van de ontwikkelomgeving;
  • Het opstellen van de projectbrief t.a.v. de vernieuwing van de ontwikkelomgeving;
  • Het mede voorbereiden en begeleiden van de aanbesteding van de nieuwe ontwikkelomgeving;
  • Het planmatig voorbereiden van de technische, logistieke en organisatorische implementatie van de nieuwe ontwikkelomgeving;
  • Het co rdineren van de activiteiten die gemoeid zijn met de technische, logistieke en organisatorische vervanging van nieuwe ontwikkelomgeving;
  • Besturen, bewaken en evalueren van risicobeheersing, issues en benefits, het projectbudget en communicatie i.k.v. het project;
  • Onderhouden van contacten op het niveau van afdelingsmanagers en architecten ter bevordering van het project.
Achtergrond:
De huidige ontwikkelomgeving van de SVB is een aantal jaren geleden ontstaan waar ten tijden van de implementatie onvoldoende richtlijnen en kaders waren vastgesteld. Dat heeft geresulteerd in een omgeving die te veel vrijheden kent voor de ontwikkelaar, met een negatief effect op de stabiliteit, continu teit en Informatiebeveiliging. Consequentie is dat tools & software zonder licenties ge nstalleerd kunnen worden, met mogelijke software incompliancy tot gevolg. Een andere consequentie is het hebben van local admin rechten, wat een groot beveiligingsrisico met zich mee brengt. De tooling voor ontwikkelaars is niet onder beheer gebracht. Een event in het afgelopen jaar heeft de SVB het inzicht gegeven dat de huidige ontwikkelomgeving wildgroei kent en het beheer onvoldoende is. Het resultaat is dat we nu beschikken over een ongecontroleerde ontwikkelomgeving. Tevens sluit de huidige ontwikkelomgeving onvoldoende aan bij de eisen en wensen van de ontwikkelaars maar is de ontwikkelomgeving ook niet in lijn is met de eisen die gesteld worden aan cyberweerbaarheid. Kortom het ontbreekt aan richtlijnen, beleid en beheer, en het is tijd dat de SVB een goed uitgeruste en veilige ontwikkelomgeving krijgt voor de ontwikkelaars.
Doel:
Het doel van het project is de vernieuwing van de huidige ontwikkelomgeving (VDI) op middellange termijn. Het resultaat is het vernieuwen, veiligere en robuuster maken van de ontwikkelomgeving van de SVB en lijn aanbrengen in de procesinrichting, inrichting van het beheer van de omgeving en verbetering van de ITIL processen rond de ontwikkelomgeving. Daarbij zit vanuit dit project een relatie naar de korte termijn acties gericht op het verbeteren van de huidige ontwikkelomgeving.

  • De projectmanager heeft ervaring met management van IT run-activiteiten in een complex IT-landschap;
  • De projectmanager heeft ervaring met het inrichten van een succesvol beheerteam.
