ELT Program Manager


Supervise and direct all English Language Training (ELT) efforts in support of Ministry of National Guard (MNG), to include English Language Training Programs (ELTPs) at Aviation Institute.

The ELTPM shall serve as the primary point-of-contact (POC) to USG (United States Government) and MNG regarding ELT.

Ensure contractor SOP (Standard Operating Procedures), policies, and instructional practices are consistent and contribute to a uniform standard of training.

This opportunity is available contingent upon contract award.

Job Functions and Responsibilities:

  • Complete administrative and operational tasks such as reports, tracking, briefings, personnel coordination, as well as any other additional administrative and operational duties as assigned.
  • Oversight of English Language Training instructors.
  • Assist in the development of personnel policies, accountability, and standard operating procedures for reports and deliverables.
  • Create, maintain, and deliver to the Contracting Officer Representative (COR) all required USG reports.
  • Coordinate with project managers and operation managers for reporting and direction purposes.
  • Maintain accountability of all ELT supplies and equipment. Store controlled test materials (i.e., test booklets, audio recordings, scoring keys and used answer sheets) in a standard safe/locked cabinet. Submit American Language Course Placement Test (ALCPT) request form to purchase and administer current ALCPT tests as needed.
  • Administer the ALCPT IAW with guidance on ALCPT testing practices in the ALCPT Handbook.
  • Submit ALCPT Testing Plan and TCO/ATCO appointment documentation to DLIELC/ETF and COR.
  • Assist in maintaining oversight of all logistics requirements necessary to accomplish training and coordinate with the USG, subcontractor, or local vendors to ensure training is fully resourced.
  • Support all logistics activities and functions for both prime and subcontractor.
  • Provide grammatically correct and succinct documents and reports as required.

Minimum Requirements and Education

  • Four (4) year degree conferred by an institution accredited by an accrediting institution recognized by the U.S. Department of Education.
  • Three (3) years of management level knowledge/experience with administrative oversight requirements.
  • Experience in Project Management.
  • Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel). Suite
  • Understanding of contract management processes/regulations
  • Management level interpersonal people skills with the flexibility to communicate from single contractors, Project Managers, Functional Staff, US Military and Coalition Partners
  • Exceptional Oral and Written Communication Skills
  • Detailed oriented with skills in administrative work, customer service, clerical procedures, technical writing, and resolving and completing operational tasks.
  • Must have the ability to make sound judgment and possess organizational skills to develop, establish, update, and maintain office procedures, office records, and ensure company effectiveness, efficiency and adherence to all guidance and policies
  • Able to work closely with other team members and clients.
  • May be required to work in the area of flight operations.
  • Must have a valid US Passport with at least 6 months of remaining eligibility.
  • Must be able to obtain a Visa for Saudi Arabia
  • US Citizen eligible to obtain any required Export Authorization
  • Must be able to obtain and maintain a Common Access Card (CAC) via the National Agency Check with Inquiries (NACI) process. Secret Clearance preferred.

  • One (1) year of specialized in English language instruction

Specialized experience includes:

providing instruction to a diverse student body using the principles, practices, and techniques of English as a Second Language (ESL) and English as a Foreign Language (EFL).
