Job Description and Qualifications
This project is part of the most complex capital project and a flagship project for Air Products.

It will be the first industrial-scale giga sized project providing a green energy carrier around the world to contribute to the decarbonization of the industry.

Air Products have entered into a EPC Contract with the customer - NEOM Green Hydrogen Company and therefore executing the the project at a massive scale from its construction site location in NEOM.


  • The incumbent in this position is responsible for the execution of work associated to facility operator permits and also EPC Contractor's permits by managing the execution of subprojects or specific subcontracts per the Saudi Arabia Government laws/regulations. This requires the incumbent to seamlessly coordinate with project management, construction team, subcontractors and also customer throughout the project life cycle starting from construction phase, up to commissioning and startup.
  • Incumbent therefore required to have a rich experience in site project management, contract administration, change management, external stakeholder management and conflict resolution. The incumbent should ensure the customer's scope and their accountabilities are well coordinating with other external stakeholders such as HCIS, Subcontractors, consultants and customers representatives as applicable.
  • To manage these scope and respobsilities, the incumbent must possess proficiency of applied project management skills, permitting process, contract knowledge, risk management and change management. The incumbent should possess excellent communication, influencing skills and leadership abilities with self motivation, focus on safety, delivering results with integrity. The project is executed utilizing global capabilities, necessitating a robust crosscultural competency.
PRINCIPAL DUTIES and ACCOUNTABILITIES

  • Managing the following tasks as individual contributor & influencer : multifunctional team coordination, coordinate the resolution of Request for information (RFI), change management, Cost benefit analysis from total cost of ownership, management of consultants/contractors, conflict resolution, reporting and closeout of project upon completion.
  • Ensures the subprojects assigned are being delivered to budget and schedule, considering critical success factors.
  • Track project deliverables using business tools used in the project, and support the Sr.
Project Manager with the risk management and interface management aspects at different instaces of the Project execution.

  • Manage and monitor project budget and schedule in alignment with the plant commissioning and onstream requirements.
  • Actively & proactively identify risks associated to the different scopes execution and facilitate the Project Management an early identification, planning, and selection of most effective alternatives, considering best Project management practices focusing on prevention of problems.
  • Coordinate with the different Project departments including engineering, process safety, project management, procurement, cybersecurity, asset protection (security) closely and with the interface manager ensuring the compliance of KSA local regulations as well as the requirements established by the permitting authorities in order to deliver the contract obligations.
  • Coordinate with contracting, procurement, communications, agencies and departments to ensure successful project execution until handover to customer.
  • Manage the daytoday coordination with contractors, for permitting process or any other important aspects of the overall project, during execution of different project packages and report to the Sr.
Project manager.

  • Coordinate with External Interface Manager and customer (facility operator) for ensuring the requirements on permitting process are fulfilled prior & during the related scope of work execution ( HCIS, GACA, etc.), and also during the final handover of the subcontract packages' documentation as per project requirements.
  • Assist the Interface Project Managers in developing and managing the Project Compliance plan and permit registers.
  • Coordinate with commissioning manager and training coordinator ensuring the subcontractor specialized equipment were provided with necessary training prior to the handover for operations.

EDUCATION AND EXPERIENCE

  • Garduate in Science or Engineering Degree
  • Minimum ten years of experience in project execution.
  • Deep knowledge of current HCIS standards, specifically SAF and SEC.
  • Applied experience in permitting process in Saudi Arabia is essential
  • Selfmotivated, result oriented, proactive individual who can work independently as individual contributor and also influence team members and customers at tactical level
