Role Purpose:

The Neom Mobility - Director Roads & Infrastructure Development is responsible for overseeing and delivering the planning, design, construction, and maintenance of roads and infrastructure in NEOM. The role involves strategic planning, project management, and coordination with various stakeholders to ensure the delivery of high-quality, sustainable, and safe road networks and infrastructure elements. This is part of the sector's leadership team and is involved with setting up the mobility strategy. The Director Roads & Infrastructure Development will report directly into the Head of the Mobility sector.

Key Accountabilities:

• Ensure alignment of road and infra strategies with NEOM's vision and strategic objectives
• Develop and implement strategic plans for the Roads and Infra Development department.
• Oversee and deliver the planning, design, and construction of road and infrastructure projects within Neom and with the Regions
• Define and communicate road and infrastructure requirements for procurement and construction to support operational needs, tenders and design activities.
• Manage and supervise the strategy for Neom Mobility Roads and infrastructure tenders.
• Manage and ensure the maintenance and repair of existing road networks and facilities.
• Coordinate with other departments and stakeholders for integrated infrastructure development.
• Manage the department's budget and resources effectively.
• Ensure compliance with safety standards and regulations in all projects.
• Lead and manage the department team, fostering a culture of care, pro-activeness, continuous improvement and innovation.
• Implement technology solutions for efficient road network management.
• Review and approve project designs and plans.
• Ensure timely completion of road projects within the set budget and quality standards.
• Handle any issues or delays in road projects effectively.
• Regularly report on the progress of road projects to senior management.
• Stay updated with the latest trends and advancements in road construction and maintenance.
• Collaborate with the Neom Mobility Digital team to ensure seamless digital integration of road operations.
• Operations and Service Performance: lead the development and customer services of all road mobility service.
• Asset Management: Oversee effective asset management strategies for all road assets.

Key Skills:

• Proven experience (min. 15 years) in designing, managing and delivering large scale road and/or infrastructure projects.
• Strong leadership and team management abilities. Being able to build rapport with the team, coach personal development and drive performance is critical
• Strong knowledge of tender, construction and maintenance techniques.
• Excellent project management, problems solving and strategic planning skills.
• Excellent communication and negotiation skills.
• Ability to present to business and government at the highest level.
• Knowledge of safety regulations and standards in road and infrastructure construction.
• Proficiency in using project management software and tools.
• Ability to make decisions based on data and analytics.
• Self-starting, ability to work in complex environment, multitasking and meet competing deadlines.

Qualifications:

• Bachelor's degree in Business Administration, Engineering, Operations Management, or a related field. Advanced degree in Engineering or Business Management is preferred.
• Fluency in English. Fluency in Arabic will be an advantage.
