Role Purpose:

The individual will play a leading role in developing an innovative function for the Biotech Sector. The BioInnovation Hub will provide commercial, technical, legal and business capabilities to the investment team, entrepreneurs-in-residence and portfolio companies, creating a powerful tool that will underpin cluster development activities. This person will work closely with the Cluster Development Senior Manager to operationalise the BioInnovation Factory.

Key Accountabilities & Activities:

Develop a scope of capabilities provided by the BioInnovation Factory, to include, but not be limited to:

  • Commercial market assessments
  • IP assessments
  • Technical diligence
  • Technology validation studies

Identify on an ongoing basis capabilities required to perform technical validation of the range of technologies being explored by entrepreneurs-in-residence and investment analysts.

Lead identification of external laboratories and other providers required to perform BioInnovation Factory tasks related to technical diligence and validation studies.

Support development of equity share model for usage of BioInnovation Factory resources and to capture exchange of value.

Support with planning and design of core laboratory facilities required to establish physical BioInnovation Factory at NEOM.

Contribute to development of NEOM's Health Biotech virtual ecosystem, a decentralised network of entities that play a role in NEOM's build-out of the Biotech cluster.

Assess technical feasibility of opportunities presented and present clear reports at committees to inform go/no-go decisions.

For validation studies, develop project scopes for the right 'killer experiments', ensuring relevant technical questions are answered in a prompt and succinct process.

Support with technology transfer agreements and determine clauses for development and use of intellectual property by NEOM portfolio companies.

Ensure BioInnovation Factory activities are adequately resourced by supporting hiring processes and outsourcing of activities where appropriate.

Identify and source satellite entities across different global biotech hubs, which can support with provision of BioInnovation Factory capabilities, form curated lists in accordance with varying technical needs arising from Biotech themes across all industry verticals.

Establish partnerships and modes of engagement with existing laboratories and technical consultancies to provide a seamless and quick process for running validation studies.

For commercial and strategic support activities, establish knowledge capture and management systems (databases, primers, etc.) and develop effective reporting protocols and templates for investment analysts and entrepreneurs-in-residence.

Support drafting of termsheets and agreements with startups when BioInnovation Factory services are used (monetize / quantify).

Manage relationships with technical counterparties in startups to ensure adequate information is sourced to allow reproducibility and design of validation studies.

Support Cluster Development team in managing 3rd party partner / supplier relationships, take responsibility for entities involved in technical laboratory assessments / validation studies.

Manage and maintain relationships with internal stakeholders utilising BioInnovation Factory resources.

Manage and maintain relationships with external parties who interact with BioInnovation Factory (e.g., startups and coinvestors).

Work with Cluster Development Senior Manager to develop viable business plans for establishing the BioInnovation Factory through satellite model, and eventually for the physical presence in NEOM.

Work with Cluster Development Senior Manager to develop and maintain budget for BioInnovation Factory, to include outsourced study costs, lab hire costs, KOL costs and internal resource use (databases, etc.).

Support with costing exercises for programs and financial modelling of programmes, providing adequate assumptions and aid any strategic or incorporation planning.

Contribute to projects with third-party consultants who may support Biotech Sector, and contribute to sector wide initiatives (e.g., implementation and budgetary planning; asset listings and design input; scopes of work for procurement packages; RFP evaluations; etc.).

Support Biotech Sector in preparing reports, including implementation progress and budgetary position.

Background, Skills & Qualifications:

6-10 years of experience in a technical consultancy role at a technology centre (not pure academic laboratories).

Demonstrated experience of technology transfer and spinout incorporation support.

Demonstrated experience and ability to design highly variable technical projects and studies across life sciences sector at minimal cost, maximum impact.

Experience of working in top-tier global biotech hubs at globally renowned institutions.

Experience of managing a portfolio of different clients to provide technical, commercial and legal services, from corporates, academics and startups.

Prior experience in an in-house consulting function is beneficial.

Demonstrated Microsoft Office skills (PowerPoint, Excel, Word)

A master's degree in science, biology, biotechnology (or equivalent) is required.

A PhD degree in science, biology, biotechnology (or equivalent) is preferred.

Qualifications or accreditations in intellectual property for the life sciences sector is preferred.

Demonstrated ongoing development of technical knowledge is required (e.g., CPD / short courses)

Strong English proficiency (verbal and written) is required; Arabic is an advantage but not essential
