Key Accountabilities

The Sustainable Development Division within the NEOM Environment Department is searching or a dynamic and innovative environmental professional to join the Environmental Execution & Assurance Team. This is an exciting and unique opportunity for an experienced career professional with highly developed technical knowledge and organization skills. The NEOM giga-project aims to be the most environmental conscious and sustainable development project on the planet. This role is critical in supporting the development of the Environmental Assurance function and assuring that NEOM's environmental and sustainability standards are implemented by developers and contractors.

The Environmental Assurance Manager supports the evolution, implementation and coordination of an effective and high-quality Environmental Assurance Program intended to ensure that project activities are executed in a manner which is fitting for a world-class project of NEOM's status. The Environmental Assurance Program is a driver of best practice and innovative processes required to meet NEOM goals for a project of world class environmental performance. The role requires:

  • Supporting the Manager – Environmental Execution & Assurance in developing and coordinating an Environmental Assurance Program
  • The principal objective will be to implement and enforce an effective environmental management system for the construction and operation of all built assets.
  • Develop, review, understand and enforce Environmental Codes of Compliance for construction activities and operational NEOM sector facilities within your region of responsibility.
  • Ensure that environmental and sustainability issues are effectively implemented during all development phases – construction – operation – decommissioning.
  • Ensure that NEOM environmental requirements (Environmental Codes of Compliance) included in contracts are thoroughly briefed to construction contractors, facility operators, NEOM partner organisations, etc
  • Ensure that project monitoring and reporting regimes are applied across the project
  • Manage an environmental inspection and audit program of all construction and operational activities and facilities in your region of responsibility.
  • Report on compliance performance of construction and operational activities and facilities in your region of responsibility.
  • Management of PMC Environmental personnel to ensure that PMC Environment are effectively executing their agreed scope of works and deliverables are being achieved.
  • Overseeing the review of Construction Environmental and Social Management Plans developed by the contractors.
  • Overseeing the review of Operational Environmental and Social Management Plans developed by the facility operators.
  • Provide support to NEOM, external planning teams, sustainability team/consultants regarding field-work, site assessments, etc.
  • Support, apply and utilize standardized environment compliance systems and methodologies, tools, templates, procedure, and dashboards for all construction projects and operational facilities .

Knowledge, Skills And Experience

The Environmental Assurance Manager should have a track record in project management of environmental management services to major construction projects and to an array of economic sector facilities.

  • Strong leadership and management skills
  • Strong technical environmental skills across terrestrial, marine and coastal environments
  • Good people management and mentoring skills
  • Must have as minimum a Bachelor's degree in Environmental Sciences (or related discipline) and ideally a Master's degree.
  • Minimum of ten (10) year-experience in environmental management across an array of economic sectors, ideally with some experience of regulatory environmental enforcement.
  • Experience of ISO14001 implementation is required.
  • Experience of mega-project compliance program management is required.
  • Experience in managing infrastructure construction projects is desirable.
  • Lead auditor qualifications and experience are required.
  • Experience in the development of reporting tools is required.
  • Experience in managing PMC activities is desirable.

Qualifications

  • MSc in Environmental Science or Environmental Management.
  • CEnv is desirable – or equavilent
