Role Purpose

The NEOM Executive Director of the Roads Division will lead the Roads Division and report to the Head of Infrastructure and Roads. This role is central to ensuring the NEOM Road Network (NRN)'s is managed and improved to make journeys safer, smoother, and more reliable.

The Roads Division's Executive Director's role includes overseeing the end-to-end delivery of the Road Division's mandate and plans. The ED's role includes overseeing:

  • NRN strategic planning, driving roads innovations, and deploying ITS on Neom's roads;
  • Capital programs (for the upgrades and safety improvements of the NRN), organizing and managing 3 rd parties to complete road related projects on time, within budget, and to the highest quality standards;
  • Road network strategy, policy and standards, lead corridor planning, NRN master plan development and contribute to land use development reviews for new developments;
  • Asset management framework and planning, monitoring asset performance;
  • Road design and safety standards, geotechnical studies and surveys, traffic engineering and modelling studies;
  • Network traffic and operations, and infrastructure maintenance (e.g., filling potholes);
  • Interacting and liaising with NEOM and Base Economy stakeholders on development plans and regulatory requirements.

Responsibilities

Key responsibilities include:

  • Strategic Direction and Planning:
    • Lead the planning, development, and management of the road network to ensure it meets present and future demands and supports sustainable urban development.
    • Oversee the Road Network Strategy and Policy, in line with NEOM's development plans.
    • Oversee corridor planning and development of an integrated NRN road master plan, considering the land use and present and future traffic demand.
    • Maintain NRN maps, including road classification and levels of services for different road types.
    • Identify and implement innovations within the road sector.
    • Develop and monitor key performance indicators (KPIs) to measure the success and effectiveness of strategic initiatives and NRN functionality .
    • Oversee identification, assessment and monitoring of risks, development and implementation of risk mitigation strategies.
  • Management of Engineering Design, Capital Programs, and Asset Management:
    • Supervise technical designs, studies, drawings, and new asset implementation projects.
    • Oversee the management of capital programs, asset management, and engineering & design functions, overseeing all 3 rd party delivery partners.
      • Champion innovative approaches and technologies in road design, construction, and maintenance to position NEOM as a leader in smart road infrastructure development.
      • Ensure availability of an asset management framework and policy, to optimize assets quality, safety, and costs throughout its lifecycle.
    • NRN Safety, Operations and Maintenance:
      • Ensure NRN condition assessment allowing timely identification of potential safety concerns.
      • Ensure efficient and effective management of the road network, including maintenance, traffic management, and safety protocols.
      • Ensure optimal maintenance and repair works, enabling safety and quality of road infrastructure.
      • Ensure timely response to road incidents, limiting disruptions to traffic and facilitating restoration of damaged infrastructure to the required condition.
      • Manage implementation of necessary measures to prevent road incidents.
      • Enable an open mechanism for reporting road issues by road users and other stakeholders.
      • Ensure timely communication with road users, informing about network changes, traffic conditions, and other aspects of NRN and Roads Division's operations.
      • Continuously improve operational processes and deploy innovative technologies to enhance road network efficiency, safety, and user experience.
    • Financial & Business Operations:
      • Manage the financial aspects of the Roads Division, including budgeting, projects' and initiatives' costs estimates, and identifying revenue opportunities.
      • Guide decisions on in-house or outsourced operations executions to balance required quality and costs of the operations.
      • Develop and monitor budgets for capex (phased capital plan) and opex projects, t rack and analyze capex and opex spending, identify areas for cost optimization and efficiency improvements.
      • Establish a clear system for monitoring contractors' performance.
    • Stakeholder Engagement:
      • Build strong relationships with internal and external stakeholders – both, in NEOM and Base Economy – to align road network development with regional and national infrastructure plans.
      • Represent the Roads Division in public forums, conferences, and media.
    • Team Leadership and Development:
      • Lead and develop a high-performing team, fostering a culture of excellence, accountability, and continuous improvement.
      • Provide mentorship, guidance, and professional development opportunities to team members.
      • Promote a positive work environment that encourages teamwork, open communication, and accountability.
Background, Skills & Qualifications

  • Experience:
    • Proven experience ( minimum 20 years) in road network management, civil engineering, or related fields.
    • Minimum 15 years of supervisory experience including management of large-scale operations, capital projects and engineering teams.
    • Preferred experience in the Middle East region, with experience in Saudi Arabia strongly preferred.
    • Demonstrated ability in leading large-scale infrastructure projects, especially in road network planning and development.
    • Experience in budgeting and financial forecasting.
    • Experience in risk management.

  • Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage.
    • Knowledge:
      • Deep understanding of road network systems, land use and infrastructure development.
      • Familiarity with regulatory standards and safety protocols in road construction and maintenance.
Educational Background:

  • A Bachelor's degree in Civil Engineering, Transportation Engineering, or a related field is required.
  • A Master's degree or higher in a related field (e.g., Infrastructure Management, Urban Development) is strongly preferred.

Professional Certifications:

  • Certifications in Project Management (e.g., PMP, PRINCE2) or Asset Management (e.g., CAMA, CPAM) are advantageous.

Additional Requirements:

  • Fluency in English is mandatory. Proficiency in additional languages, such as Arabic, is a plus.
  • Continuous education and training in the latest trends, technologies, and best practices in road infrastructure and assets.
  • Proven ability to adapt to changing environments and to lead innovative projects in line with sustainable and smart city development principles.
