Chief Shared Services Officer

A confidential and strategically significant government entity in the Kingdom of Saudi Arabia is seeking to appoint a Chief Shared Services Officer. This executive-level position (N-1 level) will report directly to the Chief Executive Officer and will be responsible for leading and integrating the organization's Shared Services functions in alignment with its national mandate and institutional priorities.

The Chief Shared Services Officer will serve as a core member of the executive leadership team and play a foundational role in building and institutionalizing world-class corporate services for a high-impact government entity. This role will require an individual with the strategic foresight to shape the future of the organization's internal architecture, alongside the operational expertise to ensure seamless delivery of day-to-day services.

Human Resources

• Develop and implement a comprehensive human capital strategy aligned with the entity's current needs and long-term vision.
• Oversee organizational design, manpower planning, Saudization strategy, and workforce forecasting.
• Establish and drive performance management frameworks, succession planning, and leadership development programs.
• Lead HR digitization initiatives to enhance efficiency and employee experience.
• Ensure compliance with labor law, civil service regulations, and other relevant government directives.

Finance

• Oversee financial planning and analysis, including annual budget formulation, medium-term forecasting, and capital expenditure planning.
• Oversee financial reporting, internal controls, accounting operations, and treasury management.
• Ensure transparency and compliance with public sector financial regulations and audit requirements.

Procurement

• Oversee a strategic procurement function that delivers value for money, supports project delivery, and ensures compliance with government procurement laws and policies.
• Digitize and streamline procurement processes to increase transparency and efficiency.
• Monitor contract execution and manage supplier risk and performance across critical categories.
• Promote ethical procurement practices and conflict-free sourcing.

Administrative Services

• Oversee the planning and delivery of corporate services, including office management, records management, facilities operations, logistics, and internal support functions.
• Oversee physical infrastructure requirements, space planning, lease management, and maintenance contracts.
• Ensure administrative services contribute to the broader objectives of sustainability, cost-efficiency, and organizational agility.

• A minimum of 15 years of progressive leadership experience across corporate services, shared services, or operational excellence roles.
• A proven ability to lead multidisciplinary teams and drive performance within government, semi-government, or complex organizational environments.
• A strong understanding of Saudi regulatory frameworks, public sector governance, and national development objectives.
• Exceptional leadership, communication, and stakeholder engagement skills.
