Job Summary

We are seeking a highly strategic and results-driven Procurement Manager to build and optimize our procurement operations in Saudi Arabia. Procurement is the backbone of our business, and this role is critical in ensuring that our supply chain, vendor management, pricing, and purchasing processes operate at peak performance.

The ideal candidate will have 8+ years of procurement experience, with at least 5+ years in Saudi Arabia, particularly in print production, fabrication, signage, packaging, or related industries. They must be an expert negotiator, a strong relationship builder, and a highly analytical decision-maker, capable of developing best-in-class procurement processes that ensure cost efficiency, quality control, and supplier reliability. This role involves structuring and strengthening the procurement department, securing the best vendor partnerships, driving cost savings, and ensuring seamless supply chain operations to support production and business growth. The candidate must have extensive experience in sourcing materials from China and India, handling international shipping and logistics, and possessing a deep knowledge of raw materials used in print production, fabrication, and signage manufacturing.

Key Responsibilities

  1. Procurement Strategy & Department Structuring
    1. Develop and implement a robust procurement strategy that aligns with the company's operational and financial goals.
    2. Set up and optimize department structures, workflows, and procurement policies for maximum efficiency.
    3. Build a strong, lean procurement team, ensuring clear roles and responsibilities.
  2. Vendor Management & Supplier Relations
    1. Identify, evaluate, and onboard top-tier vendors and suppliers for raw materials, machinery, and services.
    2. Build and maintain long-term strategic partnerships with key suppliers to secure better pricing, reliability, and quality.
    3. Conduct regular vendor performance assessments to ensure compliance with agreed terms and service levels.
    4. Establish backup supplier networks to mitigate supply chain risks and ensure business continuity.
  3. Cost Optimization & Price Negotiation
    1. Aggressively negotiate pricing, payment terms, and contracts to secure the best possible deals without compromising on quality.
    2. Monitor market trends and cost fluctuations to ensure proactive decision-making.
    3. Implement cost-saving initiatives while ensuring quality and supply stability.
  4. Procurement Process Optimization
    1. Develop and implement best-in-class procurement procedures, ensuring transparency, efficiency, and accountability.
    2. Establish SOPs for purchasing, vendor evaluation, and supply chain risk management.
    3. Leverage technology (ERP systems, procurement software) to streamline operations and track real-time data.
  5. Supply Chain & Inventory Management
    1. Work closely with production, finance, and operations teams to align procurement with business needs.
    2. Ensure timely and cost-effective procurement of materials, avoiding shortages or excess stock.
    3. Implement inventory control measures to prevent waste and inefficiencies.
    4. Develop a forecasting system to ensure optimal stock levels based on business demand.
  6. Sourcing from China & India
    1. Establish strong supplier networks in China and India for high-quality and cost-effective material sourcing.
    2. Handle international negotiations, supplier onboarding, and factory visits when required.
    3. Ensure smooth import processes, including documentation, regulatory compliance, and customs clearance in KSA.
    4. Work with freight forwarders, shipping partners, and local authorities to ensure efficient and timely deliveries.
  7. Shipping & Logistics Management
    1. Take ownership of shipping arrangements, including selecting the best freight solutions, optimizing delivery timelines, and cost control.
    2. Ensure proper coordination with suppliers, customs authorities, and internal teams to avoid delays.
    3. Manage end-to-end supply chain logistics, ensuring materials reach production units on time.
  8. Compliance, Risk Management & Quality Assurance
    1. Ensure full compliance with local procurement laws, import/export regulations, and internal company policies.
    2. Conduct supplier audits to verify product quality, certifications, and ethical sourcing practices.
    3. Implement risk mitigation strategies to handle supply chain disruptions, price fluctuations, and regulatory changes.
  9. Deep Knowledge of Raw Materials
    1. Possess expert knowledge of raw materials used in:
    2. Digital printing & large-format printing
    3. Box fabrication & luxury packaging materials
    4. Signage production (acrylic, aluminum, LED modules, vinyl, substrates, etc.)
    5. Stay updated on emerging material trends to ensure competitive advantage.
    6. Ensure the procurement of high-quality, durable, and cost-efficient materials suitable for our industry.
  10. Cross-Functional Collaboration
    1. Work closely with production, sales, finance, and management teams to ensure procurement decisions support business growth.
    2. Provide data-driven procurement insights to leadership for financial planning and budgeting.
    3. Support business development teams with cost estimates and supplier capabilities for project proposals.

Requirements

  1. Qualifications & Experience
    1. 8+ years of procurement experience, with at least 5+ years in KSA.
    2. Proven experience in procurement for the printing, signage, fabrication, or packaging industry.
    3. Strong knowledge of sourcing materials from China and India, with experience in supplier negotiations, logistics, and import regulations.
    4. Deep understanding of raw materials used in print production, fabrication, and signage manufacturing.
    5. Experience in shipping, freight, and supply chain logistics management.
    6. Strong vendor negotiation skills and expertise in supply chain management.
    7. Bilingual proficiency in English & Arabic (spoken and written).
  2. Preferred:
    1. Experience working with ERP systems and procurement software.
    2. Strong relationships with suppliers and manufacturers in the GCC, China, and India markets.
    3. Background in cost reduction initiatives, contract management, and compliance auditing.
