Job Summary:
HDR is seeking a highly skilled Utilities Manager – Infrastructure with strong technical expertise and a deep understanding of local regulations and cultural dynamics. This role is crucial for ensuring the efficient management of utility services and infrastructure projects while fostering positive relationships with local stakeholders. Fluency in Arabic is required to effectively communicate and collaborate within the region.

Key Responsibilities:

  • Oversee utility infrastructure projects, ensuring compliance with local and international standards.
  • Develop and implement strategies for efficient utility operations and maintenance.
  • Plan and manage critical infrastructure systems, including water supply, power distribution, and communication networks.
  • Establish strong working relationships with local authorities, contractors, and community representatives.
  • Manage budgets, resources, and schedules to achieve project goals within set timelines.
  • Conduct risk assessments and implement mitigation strategies to ensure project success.
  • Coordinate with multidisciplinary teams to ensure seamless project execution.
  • Ensure compliance with environmental and safety regulations.
  • Provide leadership and guidance to project teams, fostering a culture of excellence and innovation.

Qualifications:

  • Bachelor's degree in civil engineering, Infrastructure Management, or a related field.
  • Minimum 5 years of experience in utility management and infrastructure projects.
  • Strong technical expertise in water, wastewater, electricity, power distribution, and communication networks.
  • Demonstrated ability to navigate local regulations and work effectively with local communities.
  • Fluency in Arabic and English (both written and spoken).
  • Excellent communication, negotiation, and leadership skills.
  • Experience working in Saudi Arabia highly preferred.

Required Qualifications:

  • Bachelor's degree in Urban Planning or closely related field.
  • A minimum of 5 years experience in planning and design.
  • Proficiency with Microsoft Office programs.
  • Extensive graphics and report document production experience.
  • Experience with GIS.
  • Strong oral and written communication skills.
  • Leadership skills and ability to work in a team environment.
  • May require the ability to travel.
  • An attitude and commitment to being an active participant of our employee-owned culture is a must.
