Procurement Management Lead Specialist

Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.
They undertake complex operational activities including assessing complex bids and quotations against set criteria, assisting the Committee in the financial assessment of shortlisted bidders, reporting Committee's decision, assisting in payment negotiation, and evaluating change requests.

Procurement Planning
  1. Develop procurement strategy and objectives in line with internal needs, best practices, ZATCA overall strategy, and government directions.
  2. Develop the procurement program highlighting the volume, nature, and timing of goods and services needed by ZATCA in order to track transactions and have a complete and clear insight on items purchased, orders processed, and payments made.
  3. Develop and/or update procurement policies and standards and provide input for improvement based on previous practices and lessons learned.
  4. Develop and/or update needed guidelines and tools to support functions in forecasting annual procurement needs based on previous years' procurement trends.
  5. Collect the procurement requirements of ZATCA functions in a timely manner.
  6. Identify optimal sourcing types based on procurement requirements.
  7. Conduct supply market analysis to identify potential suppliers and collect inputs about procurement schedules and costs.
  8. Consolidate functions' procurement requirements into annual procurement plan with needed quantity, methods of supply, total estimated costs, delivery requirements, and schedules.
  9. Post the annual procurement plan on Etimad and ZATCA portals.
  10. Develop guidelines for emergency purchases defining the hypothetical relevant circumstances and procedures.
Supplier Registration and Management
  1. Develop and/or update pre-qualification guidelines and criteria covering all relevant assessment measures essential for suppliers' registration and selection such as the scope of study, suppliers' location, price list, product quality, reputation, brands, etc.
  2. Update needed process and templates for potential suppliers to follow in order to register and submit required documents and information.
  3. Register suppliers willing to provide goods or services to ZATCA on supplier database and verify accuracy and eligibility of details and documents.
  4. Follow-up with functions on progress of procurement plan.
Reporting
  1. Monitor and develop regular reports/dashboard of procurement performance against set targets and KPIs and communicate to relevant stakeholders.
Organization and Operations
  1. Follow all relevant policies, processes, and standard operating procedures so that work is carried out in a controlled and consistent manner.
  2. Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner.
  3. Escalate complex problems to the relevant person to ensure cases/issues are closed properly.
  4. Perform other duties as requested.
People Management
  1. Train junior staff on the different job activities to ensure transfer of know-how, when applicable.
  2. Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/junior staff.
  3. Support junior staff or direct reports in order to execute their duties according to set policies and processes.
Education

Bachelor's degree in Business Administration, Engineering, or equivalent is required.

Experience

A minimum of 4 years of relevant experience.
