The Assistant Manager – Tech Procurement plays a crucial role in managing the procurement of tech-related goods and services, ensuring alignment with strategic goals and adherence to compliance standards. This position requires expertise in sourcing, contract management, and vendor negotiations, alongside collaboration with internal and external stakeholders to deliver value while maintaining financial discipline.

Key Responsibilities:1. Procurement Operations
  1. Execute end-to-end procurement processes to meet tech procurement needs, including managing RFPs, vendor negotiations, and finalizing contract agreements.
  2. Identify, evaluate, and select vendors for tech goods & services, including IT, data, digital & cybersecurity firms.
  3. Review bid returns and collate Combined Award Recommendation (CAR) while serving as a lead in expediting contract agreements in alignment with established governance processes.
  4. Review bid tabulations (technical & commercial) for accuracy, vendors recommendation, completeness and selection of vendors, and ensure all commitments made are accurately presented and have proper approval and signing authorities, as per established procedures.
  5. Ensure compliance of all procurement activities with the set procurement policies and procedures, and update digital systems accordingly.
  6. Evaluate and analyze vendor proposals and prepare commercial evaluation reports.
2. Vendor Management
  1. Maintain and update a database of preferred suppliers, ensuring continuous monitoring of their performance.
  2. Execute and administer complex contract agreements and manage communication with vendors to ensure proper delivery of required services and meet business needs.
  3. Evaluate vendor performance regularly to confirm alignment with service delivery standards and organizational requirements.
3. Budget Monitoring and Reporting
  1. Monitor procurement budgets related to tech goods & services and provide regular expenditure reports.
  2. Manage the development and enhancement of frequent, periodic, accurate and high-quality reports to ensure complete documentation of procurement activities.
  3. Identify opportunities for cost savings and optimization within the tech procurement framework.
Minimum Requirements:
  1. 7+ years of experience in policy governance, compliance, or supplier development roles, ideally in large-scale projects such as construction, real estate, or urban development.
  2. Bachelor's or Master's degree in Supply Chain Management, Marketing, Business, or related fields. MBA and/or other advanced degrees preferred.
  3. Preferred: CIPS (Chartered Institute of Procurement & Supply), CPSM (Certified Professional in Supply Management), or CSCP (Certified Supply Chain Professional).
  4. Demonstrate proficient use of Procurement software, such as Prism, SAP, and Ariba.
  5. Proven track record of working in cross-collaborative environments and ensuring differing goals and needs align with overarching organizational strategy.
  6. Fluency in English is required, with proficiency in Arabic highly desirable.
  7. Understanding of the local cultural and business landscape in Saudi Arabia through work experience in the region preferred.
