**Principal Objective: A brief summary of the responsibilities of the position**

Independently develops plans to meet the transport needs and requirements of the City through managing and maintaining a proficient transport plan based on the vision of the Citywide Master Plan. The position requires the provision of expert transport planning solutions, and a thorough knowledge of transport-related policy, regulation standards, and best practice.

Parsons is now hiring a Senior Transport Planner for our rapidly expanding portfolio of urban planning and master planning projects.
- Thorough knowledge of transport planning practices and procedures. Proficiency in utilizing PC and various software packages typically used in urban/transport planning assignments is required. Also requires excellent written and oral communication skills and a thorough understanding of Saudi Transport standards and regulations.

**Major Activities Performed: List the major job function(s) of the position.**
- It is expected that you will have experience in the preparation of transport plans, Traffic Impact Assessments (TIA's), feasibility studies, transport scheme reports, and transport/traffic appraisals with knowledge of relevant transport/traffic policy and standards.
- You should be able to organize and manage the collection of raw transport and traffic data. Analyze and interpret data findings to provide appropriate transport and traffic solutions.
- You will be required to have a strong knowledge of the principles of strategic transport modeling and prior experience of using a range of transport-specific and associated software including Synchro and Visum.
- You will support a team of consultants working on a variety of urban planning and industrial planning tasks.
- Liaise with the Ministry of Transport and other government agencies as required.
- Ability to represent the department in executive management, departmental and external consultant meetings as necessary.
- Coordinate with other Departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives related to Transport (all modes).
- Formulate detailed transport planning policy updates and other amendments as part of the required amendments to existing and planned Master Plans.
- Provide expert transport/traffic advice on development assessment and private sector investment proposals.
- Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures
- Actively participate in relevant coordination meetings and provide direction in daily operations to all section and department staff to manage output and products in accordance with the department objectives.
- You must have a good all-around knowledge of transport planning in the Middle East, preferable the Kingdom of Saudi Arabia.

**Experience and Qualifications: List the background experience required for the position, number of years’ experience, in what fields. Describe the desirable academic background.**
- A Bachelor’s Degree in Transportation or related discipline from a Western-recognized university with a minimum of 8 years of experience. Transport Planning experience in the Middle East, preferably in the Kingdom of Saudi Arabia.
- Post Graduate Diploma or Master’s Degree in Transport Planning is required.
- Certified Transport Planner and/or member of recognized transport planning institute is preferred.
- Thorough knowledge of transport planning practices, procedures, and compliance regulations. Proficiency in utilizing PC and various software packages typically used in urban/transport planning assignments is required. Synchro, Sidra, and PTV Visum & Vissim software experience is essential
- Professional experience with the Private Sector and in working with local and national government authorities and Public Sector clients.
- Well-rounded experience in transport/traffic issues associated with community and industrial and city planning.
- Excellent written and oral communication skills.
