SNC Lavalin is looking for a Health, Safety, Environment & Quality (HSEQ) Expert to join one of its exciting transportation projects in Riyadh, KSA.

**Role and Responsibilities**:

- HSEQ Expert will verify, approve and monitor safety/environment standards across the Riyadh Bus network and operations.
- He will be the lead in the management of procedures and conditions of Operations and Maintenance of any staff, visitors, contractors inside any part of the Riyadh Bus premises and vehicles.
- He will be responsible for overseeing each Contractor’s safety management system, safety case development and related submissions.
- As part of the inspection and auditing he will ensure a safe environment for passengers and staff including the investigation of incidents and accidents.
- He shall review all safety reports and advise the Client and Project Team on matters related to safety.
- The (HSEQ) Expert will assist the Client in the approval of the Contractors Health and safety management system, bus safety procedures, fire safety procedures, occupational health and safety procedures and ensure the Contractors compliance during the contract period.
- The HSEQ Expert will also assist the Employer in the approval of the Contractors environment management plan and ensure the contractors compliance during the contract period.
- From the Security point of view, he will assist the Employer in approving each Contractors Security control plan and ensure the Contractors compliance during the contract period.
- He will be required to monitor the Riyadh Bus network security control procedures, including stations, staff and passengers ensuring a safe environment for public, passengers and staff.
- Security scope will encompass the management and supervision of each Contractor’s security, surveillance, access control and intruder control across the Transport Network.
- He shall lead and manage a team of inspectors who will monitor the bus security activities from the OCC/TCC in coordination with each of the Contractor's security manager.
- He will also liaise with the Ministry of Interior and other relevant authorities to verify the correct implementation of the security requirements across the public transport network covered under the contract.
- From the quality point of view, he will verify and approve the Quality Management system (QMS) proposed by the Bus O&M contractor.
- HSEQ Expert will be responsible for monitoring and auditing compliance with the QMS to ensure that all activity is being undertaken to the highest standards.
- The HSEQ expert, will review the qualifications of the proposed new staff of contractors and make sure that they fulfill the staffing obligations with the help of each workstream manager.
- The HSEQ expert will, under the Senior Service Delivery Managers, support and lead the team of inspectors that will verify compliance with the KPIs and SLA of the contractors.

**Qualification and Education Requirements**:

- Bachelor's degree in Engineering or any other relevant degree
- HSEQ related certifications and qualifications are desired
- Experience in security related to large infrastructure projects are required
- Minimum of 10 years of relevant managerial experience

**Preferred Skills**:

- Excellent communication and writing skills
- Arabic knowledge will be an advantage
