**Roles and Responsibilities**:

- Conduct on site investigations and analyze data (maps, reports, tests, drawings and other)
- Conduct technical and feasibility studies and draw up blueprints that satisfy technical specifications.
- Provides Civil Engineering expertise in areas of constructions, civil works, maintenance, etc. and consult with a variety of stakeholders, provide advice and resolve creatively any emerging problems/deficiencies.
- Conducts investigations, evaluations, and applied research directed in the safe, reliable, and efficient operation of buildings and energy use (both supply and demand side management) in compliance with codes, laws, regulations and government regulations and ordinances.
- Prepares technical reports and recommendations for guidance on solving current problems of Third-Party Stakeholders, specifying the methods and processes to be adopted in the identification, development, and agreement of Third Parties
- Making recommendations or presenting alternative solutions to problems.
- Confidently consulting with clients and other professional subcontractors.
- Doing feasibility assessments and site inspections. Visit proposed project site to obtain necessary information for use in creating project specification. This includes condition and location of project site, location of storage and staging areas, and character and scope of work.
- Preparing and implementing project plans.
- Researching and providing estimates for projects.
- Collaborates closely with all teams within PMS-PTC-RCRC for improved efficient and effective operations.
- Establishes relationships with key stake holders.
- Ensuring all stakeholder engagement programs are conducted in accordance with the predetermined strategy.
- Facilitate engagement and consultation with ministers’ offices, business partners and other stakeholders, providing strategic advice and guidance on the delivery of engagement and communications to support informed decision making.
- Write and review/approve reports and specifications and make presentations.
- Assist with/review scope, budget, and schedule of new project tasks.
- Perform independent research and analysis for significant and complex engineering projects.
- Collaborate with specialist expertise across the division to ensure that best practice engagement is incorporated as part of a seamless and integrated communications service.

**Requirements**:

- University Degree in Civil Engineering (Bachelor Degree).
- A minimum of 4 years of industry knowledge is desired.
- Proven working experience in civil engineering.
- Good written and verbal communication skills in English and Arabic
- Knowledge of local building codes, regulations, and safety standards.
- Exceptional knowledge of design and visualizations software such as AutoCAD, Civil 3D or similar
- Proficiency in site layout, grading, utility design, erosion control, regulatory approvals etc.
- Project management and supervision skill an advantage
- Professional Engineering (PE) license
- Detail-oriented with excellent problem-solving abilities.
- Ability to thrive in a challenging environment and manage multiple tasks simultaneously.
- Strong analytical and critical thinking skills, with a high level of accuracy in calculations and design.
- Excellent time management skills to ensure project deadlines are met.
