**S3 Arabia an OCONUS based subsidiary of S3 international and is seeking a Procurement Lead for Riyadh, Kingdom of Saudi Arabia.**

**Description**:
S3 Arabia (S3-A), OCONUS subsidiary of S3 International, requires a senior level financial analyst (Procurement Lead) to support FMS government contract in the Kingdom of Saudi Arabia. Under general direction, prepares, reviews, monitors complex and non-complex contracts for the acquisition of goods, services, and construction to ensure compliance with ABOR, university, federal, state, and local laws, regulations, federal standards and requirements. Advises Associate Director and other leadership on contractual workflow for Procurement Contracts Specialists and liaises with advisory departments, including, but not limited to the Office of General Counsel, Risk Management and Information Security Office. Conducts and may lead audits.

**Responsibilities**:

- Liaises between Purchasing Specialists and Contract Specialists to determine appropriate distribution of low spend agreements that may require contractual review and negotiations.
- Responsible for weekly reporting on contract negotiation status and advising the Deputy PM for Business Operations and other leadership on priorities.
- Prepares and negotiates complex contracts that are highly visible, carry increased risk for the organization, and require a high level of coordination between various departments.
- Monitors contracts to ensure informational integrity and procedural consistency. Includes but is not limited to: vendor contracts, expirations, notifications, pricing, general contract terms and conditions, template language, and associated reporting.
- Reviews contractual terms and conditions to ensure compliance with regulations and requirements.

**Qualifications**:

- This position requires a Bachelors degree in Business Administration, Contract Administration, Procurement/Supply Chain Management or related field AND three (3) years of procurement, contract management/administration experience, OR, seven (7) years of procurement, contract management/administration experience in lieu of degree, OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
- Must have 1 year previous experience with ISO 9100:2015 or AS9100, as well as 1 year experience working Government Funds Enterprise Business Systems (GFEBS) is desired.
- Must also have at least two years experience working with Cost Point Accounting System and strong operating knowledge of auditing processes.
- Must be willing to deploy to Riyadh, Kingdom of Saudi Arabia for a 12-month assignment and must be willing to work other than standard work schedule.
