Role Purpose
To lead the Project Management (PM) for LLFMU projects under the guidance of the Head of LLFMU. The role develops and
designs policies, standards, methodologies, tools and templates related to project management. A core responsibility of this
role will be to develop, maintain and communicate a centralized dashboard providing visibility on the status of ongoing LLFMU
projects. To provide quality technical assistance to the LLFMU, particularly the Head, in planning, KPIs setting and
monitoring, budgeting, coordination, implementation, execution, controlling, follow up and reporting on LLFMU business and
projects.

Responsibilities/Activities*
Project Management: *
- In coordination with the Head of LLFU and relevant stakeholders in IsDB, identify relevant development projects, around the Eligible countries, to meet the existing and emerging needs in the chosen areas, following the LLF scope and eligibility criteria.
- Prepare Project Proposals for the identified projects taking into account the quantum of investment and other resources required, following the Templates adopted with a special focus on Relevance, Readiness and Results criteria.
- Identify and clear bottlenecks within the IsDB processes to ensure that projects approved by Impact Committee are signed, disbursed and implemented as quickly as possible.
- Provide analytical insights into the project's data extracted from various project management tools.
- Initiate, maintain and supervise Project Management activity to ensure planning and budgeting effectiveness.
- Develop and maintain project management framework, methodology, templates, tools and techniques.
- Carry out readiness assessments, evaluate results and present findings in a logical and easy-to-understand manner.
- Develop actionable and targeted change management plans, including a communication plan, sponsor roadmap, coaching plan, training plan and resistance management plan.
- Monitor the progress of the project as per the Project Plan, flag any quality or delivery issues with the Regional Hubs, and resolve the same in a timely manner to avoid delays in completing the projects.
- Whenever necessary, prepare/manage media materials related to specific projects and/or programs in general.

**Management Reporting**:

- Prepare and submit periodic reports to the Head of LLFU and other stakeholders on the progress of ongoing projects, feedback on the handed-over projects and any other relevant information.
- Report to the Head of LLFU, any problems faced during the project implementation stage, which may require his intervention. Update the Operations Manual if necessary and as per best practices.
- Coordinate the project pipeline on the bases of the LLF project selection criterion,
- Operations Manual and in coordination with the LLFMU Finance Management
- Specialist for submission to Impact Committee.
- Support the Head of LLFMU to ensure a pipeline of projects is submitted every year to the Impact Committee in line with the LLF’s mandate (health, agriculture, infrastructure)

**Knowledge Sharing and Development**:

- Keep abreast with the development interventions being carried out by other agencies, share best practices and identify areas where IsDB and LLFU and make contributions.
- Share knowledge and experience of LLFU projects with other Units within
- IsDB and seek opportunities for joint collaborations.
- Coach, mentor and develop junior staff in the Unit.
- Provide technical guidance and support to assigned project managers through the project lifecycle from initiation to planning, executing, monitoring and controlling and closure of the projects.
- Provide recommendations to the Head of LLFMU for further enhancement to the mandate and role of PM as the function matures.
- Participate in setting Unit and Individual objectives, monitor the same on regular basis and ensure achievement by all.

Qualification & Experience*
Academic and professional qualifications: *
- Bachelor’s degree in Engineering. Certification like PMP would be preferred.
- Minimum 10 years of experience in handling end-to-end project
- Implementation, preferably in a multi-lateral sector, of which
- A minimum of 3 years in the managerial/supervisory role.
