Parsons is looking for an amazingly talented **Project Procurement Specialist**

to join our team in NEOM. Procurement Specialist participates in procurement and subcontracting activities for program operations and logistics. Assess risks, reviews, and negotiates all types of subcontracts, support project and internal departments on as needed basis. Play an active role in conducting vendor/subcontractor due diligence and pre-qualifications.

Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

**What You'll Be Doing**:

- Researching and identifying prospective logistics suppliers for the program
- Source Suppliers, request quotes and negotiate purchase terms and conditions
- Liaising between project operations team and Parsons corporate procurement/contracts team.
- Prepare and/or assist project team in preparing requests for qualification and request for proposal documents and manage the solicitation, bid and award processes for procurement of goods and services.
- Review Subcontracts, Purchase Orders, and Amendments to ensure compliance with Parsons’s procurement policies and procedures
- Reviews Subconsultant certificates of insurance for compliance to purchase orders and agreements.
- Ensure approvals in accordance with Matrix of Authority for purchase orders, subcontract agreements and waivers.
- Handle Company’s vendor/subcontractor evaluation and Quality Improvement Process
- Procure and execute Corporate Rate Agreements with hotels and maintain a database of preferred hotels for the project staff.
- Perform other responsibilities associated with this position as may be appropriate.
- Prepare and issue purchase orders and agreements
- Check supplier contracts, invoices, process it for payments with Finance
- Check and approve OCRs for payments
- Evaluating products, Services we purchase for the program and try to negotiate better deals in liaison with corporate logistics

**What Required Skills You'll Bring**:

- Preferred Degree in Engineering or Business Administration
- Minimum 15 years of experience in procurement of subconsultants / subcontractors.
- Excellent verbal & written communication skills in English
- Strong background of procurement in the MEA region
- Experience in subcontract formation
- Proficient in Microsoft Office, vendor management systems with general strong IT knowledge
- Proven interpersonal skills, the ability to work independently and within cross functional teams
- Attention to detail and organizational skills
- Possess strong written and oral communication skills in English. Arabic is an advantage.
