**Job Description and Qualifications**

Fully responsible for the planning, coordination and supervision of all testing and pre commissioning activities. It includes the monitoring and surveillance of compliance to safety and quality standards as well as to specifications. Managing issuing NCRs for deficiencies/noncompliance.

**PRINCIPAL DUTIES AND RESPONSBILITIES**
- Reporting directly to the Site Project Manager with a reporting line to the Construction General Manager.
- Pre-Commissioning Manager takes accountability for directing and leading all pre-commissioning related activities for the project, meeting the schedule.
- development and implementation of a Pre-Commissioning Management Plan for the project ensuring alignment with the other elements incorporated in the master project schedule
- Define pre-commissioning systems that will support the overall pre-commissioning plan and progressive handover of completed systems to commissioning team.
- Staff and manage Pre-commissioning Team (i.e. guide and functionally supervise pre-commissioning procedures).
- Develop, monitor/maintain Pre-Commissioning Plan schedule and procedures aligned with Procurement, Construction and Production schedules.
- As part of the Pre-Commissioning Management Team - clarify roles and coordinate responsibilities to contractors. This should include any legal and professional accountability - specifically those related to safety and performance (in line with contract conditions).
- Maintain management of change of design and documentation of approved variations.
- Verify compliance of construction work and installations with design specifications regulations and requirements with respect to readiness of pre-commissioning prior to implementation.
- Complete design documentation package as-builts to ensure plant operations are able to commence hot commissioning.
- Report Pre-commissioning progress.
- Ensure effective internal and external communication of related matters within the area of authorities and responsibilities.
- Ensure compliance with relevant HSE policies, procedures and regulations and the commitment to achieving Zero Harm through safe behaviours.
- Ensure compliance with relevant HR policies, procedures, objectives, and regulations within the pre-commissioning team.
- Establish necessary processes and communication lines (including approvals) for changes to update the Pre-commissioning plan.
- Once pre-commissioning and wet pre-commissioning is complete then the Pre-Commissioning Manager may support Operations in their ramp up to full production.

**EDUCATION AND EXPERIENCE**
- Bachelor of Science Degree in an Engineering Discipline or Equivalent.
- A minimum of 15 years’ industry experience in the Oil & Gas industry, preferably an installation Contractor.
- Pre-Commissioning experience.
