**Position Summary**
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
**Major Responsibilities**:
ESSENTIAL JOB DUTIES:

**Designs and edits GIS data for numerous projects
- Ensures alignment of data with standards; Monitors and applies the best industry practices
- Maintains data integrity and accuracy; Manages necessary hardware and software
- Utilizes ArcGIS Desktop, ArcGIS Pro, or ArcGIS Online in data visualization
- Develops sustainable systems of collecting and managing data points
- Delivers training and technical support to end-users
- Design, develop and implement systems and databases for geospatial data
- Standardize geographic data, Review GIS data for accuracy
- Research and conduct tests on new researching tools; Perform geospatial modeling and spatial analysis
- Build, update and maintain databases and GIS software and hardware
Coordinate with government agencies, Client management skills.
- Create and interpret maps and diagrams
- Meet with public officials and the public regarding development plans and land use
- Artistic flair; Creativity and imagination; Lateral and spatial thinking
- Drawing and IT skills, including the ability to use computer-aided design
- Engages in continuous learning and development that enhances individual performance and organization capabilities; Proactively educates junior specialists and others throughout the organization.
**Skills and Qualifications**:
**Essential Technical**:
- University degree.
- At least 10 years of professional experience as a GIS Specialist.
- Excellent analytical skills, especially of GIS data.
- Thorough knowledge of GIS software, including but not limited to ArcGIS, ArcView, Spatial Analyst and Model Builder.

**Preferred Technical**:
- Fluency in English (and preferably also in Arabic) Language.
- Knowledge of industry/ regulatory codes and standards, e.g. Zoning Codes Standards.
- Proficiency with GIS desktop software and data management.
- Excellent verbal and written communication skills.

- Sharing GIS information with others in need within the jurisdiction.
