**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**Major Responsibilities**:
Assigned to the Royal Commission (RC) Environmental Control & Protection Department, the Environmental Technician shall be responsible for Responsible for executing assignments for environmental compliance requirements pertaining to the permitting, monitoring, and waste handling of RC Jubail facilities. Has technical responsibility for interpreting complex requirements and formulating scopes of work, plans, and methodologies suitable for achieving the desired objectives.

**JOB DUTIES**:
1. Conducting comprehensive audits, and assessing environmental compliance of the applicable facilities.

2. Evaluating technological solutions and implement efficient control/monitoring systems and processes to mitigate current and future environmental damage.

3. Keeping informed the management on the evolving technologies and regulations

4. Leading evaluation of environmental violations and incidents

5. Ability to make technical decisions covering environmental aspects of the industries, communities and other related activities.

6. Responsible for the successful implementation and completion of the technical aspects of the work with quality and timeliness submission of reports.

7. Shall maintain an appropriate measure of compliance with environmental regulations.

9. Participates in meetings with customers, project management, and contractors/subcontractors to advise them of complex or unique environmental requirements that may affect project execution.

10. Conducts ES reviews of projects to monitor compliance with environmental requirements including contractual commitments, permits, and internal Bechtel standards and procedures for environmental compliance.

**Skills and Qualifications**:
**Essential Technical**:

- Diploma in ES&H or similar environmentally related scientific or engineering discipline.
- Minimum of 7 years relevant experience working with refineries & petrochemical plants as well as with environmental regulatory bodies or environmental consultants.
- In-depth knowledge of scientific/environmental engineering systems, principles, and methodologies.

**Essential Behavioral**:

- Excellent skills in oral and written communication.
- Proficiency in managing technical evaluations/studies.

**Preferred Technical**:

- Knowledge of national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance (including but not limited to RCER, NCEC, USEPA), and best management practices for minimizing potential environmental impacts during construction.
- Experience in environmental monitoring and compliance inspection.

- Demonstrated ability to influence key stakeholders to make critical decisions where required.
