1. Job Purpose:
1.1. The Project Manager reports directly to the Project Director and is primarily responsible for the management of the Design Consultant, Contractor, Construction Supervision Consultant and the SAPL team responsible for managing all construction associated tasks. A principle responsibility is ensuring that the procedures and processes of the Project Management Plan are being applied uniformly by all throughout the Works and that the Employers objectives for time cost and quality are being fully coordinated and controlled.

1.2. The Senior Project Manager will coordinate closely with the senior managers of the SAPL team related to design, procurement, commercial, construction, HSE and project controls to achieve the key programme milestones throughout the project lifecycle.

2. Overall Responsibilities (See SAPL R and R matrix for details of specific roles and responsibilities related to the DGCL PR Project Management Plan):
2.1. Leading and motivating the Construction Delivery Teams

2.2. Close coordination and collaboration with the SAPL Design Management and Procurement teams to maintain programme milestones.

2.3. Pro-active management of Consultants, Sub-Consultants Contractors and project participants

2.4. Ensuring continual compliance with overall project delivery strategies

2.5. Ensuring all parties are performing in accordance with their contracted services and their duties agreed under the responsibility matrix.

2.6. Ensuring continual compliance with program procedures and agreed reporting systems

2.7. Early identification of strategy or procedural inefficiencies and develop revisions to the PMP

2.8. Evaluation of progress on the Construction Methodology & Schedules for each package and taking necessary actions with relevant parties for deviations and time slippage

2.9. Ensuring the Safety Management System is being strictly adhered to

2.10. Ensuring that QA/QC procedures and standards are being implemented and followed

2.11. Manage the preparation of the Construction Managers Monthly Report

2.12. Review and comment on the Contractor’s submitted Monthly Reports in coordination with SAPL Project Controls

2.13. Manage the Contractor and CSC in full compliance with the Project Health and Safety plan

2.14. Ensure perceived project risks are communicated to Project Director and delivery teams

2.15. Monitor and review Consultants / Contractors performance and give regular, objective feedback on progress and deal immediately with poor performance

4. Knowledge, Skills, Expertise and Experience:
4.1. 15 Years total experience

4.2. 5 years in the Middle East

4.3. Batchelors Degree

4.4. Professional Membership

4.5. Public Realm Experience

4.6. Excellent communication and interpersonal skills to successfully work with Project and Construction Management Team, Consultants, Sub-Consultants and Contractors

4.7. Demonstrate successful management of a tier 1 Contractor and internationally renowned Consultant.

4.8. Strong knowledge of the FIDIC form of Contract

4.9. The ability to mediate in a conflict situation

4.10. The ability to provide professional guidance and task management for direct reports

4.11. Technical understanding and working knowledge of Engineering, Project Management and Construction

4.12. Knowledge of the Authorities having Jurisdiction and the processes to be followed during design development and construction of the Works through to attainment of a Building Completion Certificate.

4.13. A problem solving approach seeking win-win solutions

4.14. Self driven to identify and thrust to push bottlenecks and roadblocks wherever they may lie

5. DGCL PR Project Specific Responsibilities:
4.15. Responsible for any amendments to the management plans, process and procedures within the SAPL PMP as defined within the SAPL DGCL PR R and R Matrix

4.16. Day to day management and supervision of SAPL team as identified on the Organization chart

4.17. SAPL main point of contact with the Contractor and Construction Supervision Consultant.

4.18. Coordination with SAPL Design Manager and Senior Commercial Manager for any upstream design activities and their impact on the construction works.

4.19. Chair the following meetings

4.19.1. Weekly progress with Contractor

4.19.2. Weekly technical with CSC

4.19.3. Weekly technical with Contractor and CSC

4.19.4. Weekly MEP meeting with Contractor

4.19.5. Weekly quality meeting with Contractor

4.20. Coordination with Project Controls Manager to review the weekly data provided by the contractor and provide a response to the Contractor on any inaccuracies.

4.21. Analysis of all data from the project and summarise into a coherent, professional and concise SAPL weekly dashboard and monthly report

4.22. Coordinate with SAPL Senior Contracts Manager to prepare letters to and respond to lette
