**Context**:
We are looking for an experienced Railway Operation Expert to lead a technical role for all aspects related to train operations and to manage the O&M activities inside the project. To be successful, he should have an analytical mind to be able to resolve problematic situations (at operational, technical, administrative levels) efficiently with a large-scale picture and have excellent communication and organizational skills. He shall also be able to handle railway maintenance issues.

**Main duties**:
The Railway Operations Expert will fulfil the following tasks:

- Lead rail way operations reviews of data and reports prepared by the Operator as required by the Client, developing trend information and making recommendations to decrease equipment failures.
- Participate in quality inspections for maintenance works and sign off Requests for Inspections (RFI) in case of acceptance on behalf of the Client.
- Attend audits all aspects of safety and security as per O&M Contract and per approved Operator safety plans and make recommendations to mitigate and/or resolve contract compliance issues.
- Review and provide comments and recommendations on the Operator’s plans and procedures related to the operations and maintenance including but not limited to:

- Maintenance programs, plans and procedures;
- Operation plans and timetables;
- Operation procedures and regulations;
- Safety plans;
- Training and staffing plans;
- Configuration management plans.

Technically the consultant shall provide the following in relation to rail operations:

- Provide technical oversight of the Operator’s O&M standards;
- Review and comment on the Operator’s technical submittals, including, but not limited to:

- Risk assessments for proposed corrective and preventative maintenance
- Work which could impact passenger service or damage the Metro assets;
- Engineering investigation reports generated by the Operator due to system or component failures and incidents;
- Accident and incident investigation reports submitted by the Operator;
- Temporary change authorization requests from the Operator to modify and or replace any system component;
- Engineering change notice requests from the Operator to implement system modifications.
- Use technical expertise to provide recommendations on improvements to the operations and maintenance of the Metro.

**Degrees**:
Bachelor degree in Electrical engineering

**Other degrees**:
**Technical skills**:

- Have a minimum 15 years’ experience in the railway sector with proven track record in metro operations;
- Should have completed at least two railway projects within the last 10 years;
- Must have worked on at least one O&M supervision project in the railway industry;
- Saudi Arabia and/or GCC experience
- Knowledge of FIDIC conditions of contract for construction;
- Knowledge of RAMS concepts;
- Knowledge in AutoCAD suite or other similar design tools (desirable);
- Project management experience (budgeting, estimating / forecasting / costing and reporting, resources planning, allocation and management;
