Senior Cost Specialist

Parsons is looking for an amazingly talented **Senior Cost Specialist **to join our team In this role you will be r esponsible for Parsons’s Cost Estimating and Cost Management function for SAPL Qiddiya Infrastructure Delivery Partner (QDP). Accountable for ensuring that our estimating and cost management functions are in full coordination with the processes and procedures of Qiddiya Investment Company (QIC) and its other Delivery Partners. QIC is delegating strategic direction and setup for cost estimating/ planning, so this position is accountable for supporting the Senior Estimating Manager in development of this strategy and also for of execution of the various deliverables including but not limited to estimating, cost planning, cost management, governance and risk management (as and when required). The position reports directly to the Senior Estimating Manager.

**What You'll Be Doing**:
- Cost Accrued, Forecasting, and Budget tracking for individual projects and program
- Establishes the standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project in coordination with QIC and its Delivery Partners.
- Close coordination with the Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk and change management.
- Develops and implements cost and estimating management standards that are in-line with market best practices and are to be used throughout the program and facilitates compliance by project team members.
- Provides leadership, guidance, direction, and specialized assistance to project for the resolution of difficult and complex project estimating and cost control problems.
- Leads interface with QIC and its other Delivery Partner, attends regular meetings, and provides statistical reports.
- Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
- Assesses the impact(s) of design/construction changes and schedule slippages, as and when required in coordination with the Project Controls function
- Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
- Completes performance reviews and provides personnel development for the assigned employees.
- Recommends and provides input to the customization of project control systems to meet specific project estimating requirements.
- Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring**:
- BS degree in Engineering or Construction Management
- Minimum 10 years experience in cost estimating, cost planning, reporting and analysis with demonstrated skill in establishing estimating criteria, planning and supervising project cost engineering activities.
- Expertise in Cost/Budget management using PRISM, SAP, and other Microsoft programs
- Demonstrated leadership and stakeholder management skills
- Proficient written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing.
- High proficiency in Microsoft excel and ability to adapt to customization of estimating software.
- Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex stakeholder environment.
- Strong knowledge and familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required.
