**POSITION OVERVIEW**:
Responsible for the delivery of the operational health, safety, security and environment management for SAPL Qiddiya Infrastructure Delivery Partner (QIDP). Responsible and accountable for ensuring that all work is in full coordination with Qiddiya Investment Company (QIC) and with JASARA and Mace delivery partners. QIC is providing strategic direction for all partners in the three-way partnership with Jacobs and Mace on a city-wide basis. Reports directly to the **Senior HSSE Manager **and the **Project Director/Snr Project Manager. **The role holder will be directed by and work in collaboration with the HSSE Core Team and the project management team.

Due to the nature of the program, there may be a requirement to work outside usual business hours for a period.

**SPECIFIC RESPONSIBILITIES**:
Represents the Senior HSSE Manager across Parsons projects and the Qiddiya program.

Advises and assists the senior construction site representative (and their respective teams) in the establishment and management of safety programs and in identifying and eliminating/controlling any hazards to persons and property.

Assists in the development of Assurance plans. Conducts audits, inspections and assurance activity as directed by the Project Director and the Senior HSSE Manager

Assists in the investigation of accidents and incidents as directed by the Project Director and the Senior HSSE Manager

Prepares and delivers reports and presentations as required.

Represents the Program/Parsons during safety inspections of the job site by regulatory authorities or company insurance carriers.

Receives, reviews and distributes safety inspection and investigation reports

Tracks corrective actions and ensures action taken are effectively embedded

Develops and delivers inductions, toolbox talks, safety briefing and training courses as required

Conducts risk assessments for upcoming work and provides technical assistance to the safety planning process.

Assists the Project Director and the Senior HSSE Manager in producing reports, capturing data, KPI’s and statistics

Chairs meetings as required. Takes meeting minutes as required

Advises the Construction Manager (and Program staff) on potential hazards at work site.

Responsible for audit of Contractor Project Safety Plan to ensure project is in compliance with program and Parsons requirements.

Assists in the delivery of health, safety, security and environment risk management as required and directed

**PREFERRED EDUCATION/EXPERIENCE**:
Degree in Health and Safety or NEBOSH Diploma or NVQ 6 or related discipline with minimum **7 **years’ experience in construction projects, specifically management experience across multi-disciplinary teams.

Advantageous to have extensive experience of significant PM/CM contracts.

OSHA Certified is a plus.

Strong communication skills in English, written and spoken.

**SKILLS/COMPETENCIES**:
Demonstrated teamwork and management skills.

Proven experience of working within complex construction environment.

Ability to follow through clearly deliver work instructions in a complex stakeholder environment.

Ability to work in a matrix organization (dual reporting). Ability to interact with senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.

Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.

Strong Contractor Management skills.
