About the Position

We seek a highly skilled and dynamic Bid and Proposal Manager to join our team in Saudi Arabia. As a Bid and Proposal Manager, you will be responsible for managing the development and submission of high-quality proposals for transportation infrastructure projects across the Kingdom of Saudi Arabia.

Main Responsibilities
  • Proposal Coordination: Coordinate the entire proposal development process from initial request for proposals (RFP) to submission ensuring compliance with client requirements and deadlines.
  • Team Collaboration: Work closely with multidisciplinary teams including engineers planners designers and other technical specialists to develop comprehensive and competitive proposals.
  • Proposal Strategy: Develop winning proposal strategies in collaboration with business development technical and management teams including positioning themes and differentiation strategies.
  • Content Creation: Oversee the creation of proposal content including executive summaries technical approaches project schedules staffing plans and cost estimates.
  • Quality Control: Conduct thorough reviews of proposal content to ensure accuracy clarity compliance and alignment with client needs and evaluation criteria.
  • Client Communication: Communicate effectively with clients to clarify requirements address concerns and ensure alignment between proposal offerings and client expectations.
  • Process Improvement: Continuously improve proposal development processes tools and templates to enhance efficiency effectiveness and quality.
  • Industry Insights: Stay informed about industry trends competitor activities and client priorities to inform proposal development strategies and approaches.
  • Risk Management: Identify and mitigate potential risks and challenges associated with proposal development including technical contractual and financial risks.
  • Knowledge Sharing: Capture and disseminate lessons learned from past proposals to inform future proposal development efforts.
Requirements
  • Bachelor's degree in engineering business or a related field; advanced degree preferred.
  • Fluent in English with strong written and oral communication organizational and interpersonal skills. Proficiency in Arabic language an advantage.
  • Minimum of 12 years of experience in proposal management preferably in the transportation or infrastructure sector.
  • Strong project management skills including the ability to manage multiple proposals concurrently and meet tight deadlines.
  • Excellent written and verbal communication skills with the ability to articulate complex technical concepts clearly and persuasively.
  • Proven leadership and team-building skills with the ability to motivate and inspire cross-functional teams to achieve common goals.
  • Strategic thinking and analytical skills with the ability to develop and execute effective proposal strategies.
  • Proficiency in Microsoft Office Suite and proposal development software e.g. Adobe InDesign Microsoft SharePoint.
  • Knowledge of procurement processes and regulations in Saudi Arabia is a plus.
