About the Job

The Department Manager will be responsible for managing the development of the Master Plan for Water and Wastewater Services in the Kingdom, ensuring the development of Local Master Plans for each cluster, and adopting and implementing PMM and Projects Portfolio Planning processes and methodologies.

  • Develop and implement the Master Plan for Water and Wastewater Services, aligned with the Kingdom's strategic objectives.
  • Ensure the development of Local Master Plans for each cluster, taking into account regional specificities and needs.
  • Adopt and implement PMM and Projects Portfolio Planning processes and methodologies, ensuring effective project management and delivery.
  • Manage the initial stages of the Stage Gate process, ensuring timely and within-budget project delivery.
  • Review and update the Guideline for the Master Planning, ensuring it remains relevant and effective.
  • Manage the development of the Master Plan, working closely with stakeholders and experts to ensure its accuracy and relevance.
  • Review Clusters Master Plan, identifying areas for improvement and recommending changes as needed.
  • Review and approve Capital Investment Plans (CIP) identified by Local Master Plans, ensuring they align with the Kingdom's strategic objectives.
  • Ensure all projects identified within the CIP contribute toward achieving the KPIs, tracking progress and making adjustments as needed.
  • Review and approve project business cases, ensuring they meet the required standards and criteria.
  • Ensure all projects are aligned with the requirements of the Master Plan, identifying and mitigating potential risks and issues.
  • Work with other departments to develop capital expenditure plans for specialized programs, ensuring alignment with the Master Plan.
  • Support the client in coordinating with external governmental departments, such as municipalities, to ensure projects align with their expansion plans.
  • Collaborate with the Supply and Demand Committee to update their plan regularly, ensuring it remains relevant and effective.
  • Monitor the implementation of Regional Master Plans and their identified CIPs, tracking progress and making adjustments as needed.
  • Assess the capability of existing department staff, recommending appropriate roles and responsibilities as needed.
  • Integrate client assets GIS data into one database platform, ensuring seamless access and management.
