Role Summary
The Government Relations & HR Services Officer plays a pivotal role in ensuring seamless HR service delivery by managing employment-related governmental activities and HR administrative services. This position requires strong knowledge of Saudi labor laws, RHQ regulations, and government portals such as Qiwa, GOSI, Absher, Muqeem, etc.

Key Responsibilities:
  • Develop and maintain effective relationships with government entities, including MHRSD, GOSI, MISA, MOI, Riyadh Chamber of Commerce and RHQ authorities.
  • Ensure adherence to Saudi labor laws, employment regulations, and RHQ requirements, maintaining the highest standards of compliance.
  • Provide representation for the company in inspections and government engagements, effectively communicating our needs and concerns.
  • Coordinate and oversee activities related to work permits, Iqamas, visas, including exit-reentry and expatriate onboarding, medical tests, and government registrations.
  • Prepare and attest letters from Riyadh Chamber Of Commerce for Commercial entity and RHQ.
  • Resolve government-related employee issues, including labor disputes and residency matters, demonstrating a high level of problem-solving skills.
  • Manage Isteqdam activities end-end, driving continuous improvement.
HR Services, Payroll & Medical Insurance:
  • Work closely with payroll providers to ensure accurate and timely salary processing, guaranteeing compliance with GOSI and other statutory requirements.
  • Collaborate with medical insurance partners to streamline employee enrollments, claims processing, renewals, and policy updates.
  • Act as the primary point of contact for employees concerning payroll and medical insurance inquiries, resolving concerns promptly and professionally.
  • Evaluate and enforce compliance with company policies and requirements related to payroll and employee benefits.
Vendor Management & PR/PO Administration:
  • Establish and maintain robust relationships with external HR service providers, government liaison agencies, payroll providers, and insurance vendors.
  • Effectively handle PR (Purchase Requests) and PO (Purchase Orders) for HR-related services, ensuring approval processes and timely payments.
  • Monitor and manage HR operational expenses, aligning them with budgetary constraints and HRBP recommendations.
Saudization & Workforce Compliance:
  • Guarantee compliance with Saudization quotas (Nitaqat) through meticulous documentation and reporting.
  • Support the recruitment and onboarding of Saudi nationals in line with workforce planning objectives.
  • Continuously monitor and report Saudization decisions/progress, addressing any challenges promptly and efficiently.
Process Optimization & Systems Management:
  • Effectively manage government and HR platforms activities (Qiwa, Absher, Muqeem, Mudad and Riyadh Chamber Of Commerce), ensuring both compliance and efficiency.
  • Identify opportunities for process improvements, implementing changes to enhance HR services.
  • Maintain accurate and up-to-date HR records, guaranteeing compliance, reporting, and audit preparedness.
