Job Description:

The Procurement and Operations Director is a crucial role within the organization, overseeing the strategic development and implementation of procurement and operations processes.

Key Responsibilities:

  1. Develop Strategic Plans: Establish and review management goals based on key performance indicators to ensure alignment with organizational objectives.
  2. Collaborate with Stakeholders: Partner with cross-functional teams, including Finance, to prepare and monitor budgets, ensuring compliance with established parameters.
  3. Policies and Procedures: Design, implement, and maintain effective management policies and procedures that meet the needs of the Hajj Operations Sector.
  4. Supplier Qualification: Develop and manage a supplier qualification system with clear standards for selection, evaluation, and accreditation.
  5. Supplier Evaluation: Conduct annual evaluations of suppliers, classify them accordingly, and extend their accreditation in accordance with established standards, in collaboration with the Quality Department.
  6. Approved Suppliers Database: Maintain an up-to-date database of approved suppliers and service providers.
  7. Market Price Monitoring: Monitor market price movements and ensure accurate pricing lists from service-providing companies are maintained.
  8. Product and Service Requirements: Determine annual product, equipment, device, service, and purchase requirements.
  9. Purchase Coordination: Coordinate with departments to gather requests, facilitate purchases for service companies, and provide necessary quantities and services on time.
  10. Contract Planning: Oversee contract planning to adapt to growing numbers of pilgrims and Umrah performers.
  11. Strategic Partnerships: Build long-term partnerships with strategic suppliers to secure favorable contracting terms and reduce costs.
  12. Payment Processing: Collaborate with the financial department to prepare timely payments to suppliers and service providers.
  13. Quality Inspection: Inspect products, equipment, devices, and purchases upon delivery to ensure they meet specifications and conditions.
  14. Transportation and Shipping: Organize transportation and shipping operations, plan suitable means, and deliver according to set timelines.
  15. Storage Standards: Set and enforce storage standards within warehouses.
  16. Inventory Management: Conduct periodic inventory checks and maintain adequate stock levels.
  17. Receiving, Storing, and Distributing: Implement systems and procedures for receiving, storing, and distributing items, adhering to approved protocols.
  18. Performance Evaluation: Evaluate subordinate performance annually and create targeted training plans based on evaluation results.
  19. Recruitment Participation: Participate in recruitment processes to attract qualified employees.

Requirements:

  • Bachelor's Degree: A bachelor's degree in Supply Chain Management, Business Administration, or a related field.
  • Proven Experience: Minimum 5 years of experience in supply chain management, procurement, or operations.
  • Skills: Strong leadership and communication skills, ability to analyze data and make informed decisions, and proficiency in MS Office and other relevant software.
  • Certifications: Relevant certifications in supply chain management, such as APICS or CSCP, are highly desirable.
