**PROJECT INFORMATION**

Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018. SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom. It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio. Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI's programs. This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.

**JOB SUMMARY**

Provides principal help to the Project management team in the effective administration management of the Prime Contract Agreement between Client and Bechtel for the SAMI project. Helps implementation of the Prime Contract Management Program and development of the prime contracts administration procedures. Facilitates training and supervision of prime contracts/administrative personnel helping prime contract administration and claims identification.

**Responsibilities**:

- Participates with the identification of the contracts’ baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract.
- Identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the contract (bid, proposal, proposal package, etc.)
- Prepare a risk mitigation plans with the project team and manage the plan’s execution.
- Responsible for the development and implementation of the Contract Management Program for the project consistent with the practices and procedures set forth in the PMC Contract and Project Management Plan, including the Contract Management Responsibilities Matrix, the Contract Requirements Action/Notice/Liability/Flowdown Matrix, etc.
- Establish a Project Change Management Procedure, incorporating the Pending Item Program, to provide a methodology to identify changes, quantify the impacts, define approval requirements and communicate changes to the Client.
- Coordinate with other project team members to identify Client related actions that need to be processed and/or implemented, as directed.
- Recommend and implement actions to document and request the additional changes and variations on the project.
- Prepare/assist with modifications to Contracts and develop the negotiation strategy and/or support/conduct negotiations, as directed.
- Manage the working relationship with Construction, Engineering, Procurement, Legal and Risk Management to ensure that (sub)contracts contain appropriate flow downs of contract terms/Client requirements and facilitate organizational interfaces between those performing (sub)contract formation and administration.
