**PURPOSE**:
Monitor and inspect all HSE activities at company’s construction sites and ensure its compliance with applicable standards.

**RESPOSIBILITIES**:
Ensure full adherence to the Al Toukhi’s HSE polices procedures and standard.

Provide production operation input into the safety cases.

Coordinate compliance audits of management systems.

Develop and ensure continued availability and efficiency of the emergency response infrastructure.

Conducting tool
- box meeting daily and weekly.

Hazards identification and their elimination.

Maintaining good housekeeping.

Ensuring the proper use of correct PPEs by every person on the job site.

Inspecting the job site regularly to ensure proper safety procedure as per client satisfaction and company’s rules.

Making sure that before beginning job there is work permit available.

Checking and evaluating the effectiveness of the actions taken or proposed to be taken to prevent accidents.

Giving oral and written report for incidents.

Reporting unsafe conditions, acts and hazards to job in charge, job supervisor or senior management for accuracy.

Taking disciplinary action against employees for careless and unsafe acts.

Making sure that all hazardous places and points are barricaded and sign
- boarded.

Inspection of scaffolding, ladders, fire extinguishers, lifting tools, power tools, hand tools etc.

Identify requirement for emergency response training and exercises.

Coordinate the reporting of accidents and incident and carry out investigation where necessary (assessing training needs as required).

Monitor and review the status of corrective action, risk assessment, installation safety inspection and hazard reports.

Ensure timely submission of accident reports.

Preparation of daily, weekly and monthly project reports including holding progress and report toolbox meeting to maintaining contractor safety filling systems

Supervise lifting procedures.

Supervise confined space activity.

Supervise excavation works.

Conduct pre-operational risk assessments on new sites and design risk mitigation measures.

Develop all the required documentation, operational checks and reports for the HSE Management System to be compliant with OHSAS 18001/2007 and ISO 14001/ 2004 standards, including corrective and preventive measures.

Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations;
Assist local management in the preparation and presentation of field HSE meetings;
Coordinate and participate in the investigation of accidents and near misses;
Review and analyze accidents and near miss incidents and making corrective action & recommendations.

Ensure regular emergency response exercises and drills are conducted to ensure the highest level of reparedness in any emergency. Maintains records of such drills,

Providing recommendations for emergency response improvements;
Supervises the regular inspection of fire fighting, safety and emergency response equipment.

Assist in developing and implementing field location emergency response procedures and evacuation plans

Supervise on-site doctors and medical emergency response preparation and implementation;
REQUIREMENT/QUALIFICATION/EXPERIENCE

University degree /Diploma in relevant field of construction /power/energy
- Computer literate and excellent oral and written Communication skills in English and Arabic
- Must have at least 5 years of experince
- Knowledge of (OSHA, NEBOSH, ISO 14001, OHSAS 18001, first aids)
- Nebosh IGC certification is must
- Preffered Saudi national
