Parsons is looking for an amazingly talented **Procurement Specialist**to join our team Participates in a variety of procurement functions to ensure quality, efficiency, and timeliness of services provided to clients and project personnel. May provide services for a specialized area of Procurement on medium to large projects. Specific assignments depend upon project requirements. The incumbent at this level is expected to be technically proficient in a particular area of specialty.

**What You'll Be Doing**:

- Design, develop, and maintain dashboards and reports to provide insights into supply chain performance
- Prepare procurement schedule with suitable software (excel/P6/Microsoft Project)
- Analyze trends and identify areas for improvement within the supply chain processes and procurement schedule.
- Update the procurement schedule and prepare recovery plans.
- Monitor key performance indicators (KPIs) and provide actionable recommendations based on findings.
- Review RFP documents for construction projects and others prior to submission.
- Review the unified contracts and ensure that they are adequate for the RFP documents.
- Launch competitions and follow up on suppliers' requirements during the RFP period.
- Review of the ITT, specifications and evaluation criteria.
- Request for quotations, compare them, and prepare a letter of award and purchase order according to the authority.
- Contact stakeholders to provide suppliers' requirements during the RFP period.
- Price analysis of offers received and preparation of report and letter of award.
- Signing contracts with requesting suppliers and departments according to the authority schedule.
- Maintain relationship with suppliers and resolve disputes between supplier and requesting administration.
- Review and preparation of change requests for contracts.
- Follow up on the contract with the applicant and close out the contract upon completion.
- Ensure that all procedures and policies for contract and procurement management are applied.
- Work on all contract and procurement management functions.
- Follow-up to the commissions' work. Prepare Presentations for Senior Management: Create presentations regarding category strategies and performance for senior leadership.
- Preparation and review of competition documents for construction and other projects prior to submission.
- Work on the SAP system.

**What Desired Skills You'll Bring**:

- Bachelor’s degree in construction, Engineering, business, or a related field from an accredited university.
- Minimum 10 years’ experience in Procurement management.
- Excellent Arabic / English verbal and written communication skills
- Experience of working internationally (preference KSA experience).
- Computer skills (Microsoft Word, Power point, Power BI and Excel).
