**Role Purposes:

To lead on the technical assessment and planning of recycling, treatment and disposal assets to meet the needs of the Resource and Waste Management Department’s objectives in providing quality services to its customers. The services provided will include expert advice on the use of both proven and less proven (developmental stage) solutions with the overall requirement for services to be data driven and making use of latest technologies.

**Key Accountability and Activities**:
Planning and strategy
- Provide expert assessment of the technology options available to be implemented in NEOM to enable and support the Department’s activities and goals. Requires discussion to develop synergistic services that also support other NEOM Sectors and Regions’ activities with a view to implementing NEOM’s circularity targets.
- Lead the development of core engineering and technical support services to support the Department and key clients.
- Oversee and ensure that the Department’s core business, strategies and policies are aligned with the planning and delivery of required recycling, treatment and disposal services.
- Provide technical advice to the Director, Technical Development on such matters as service delivery performance, constraints and risks, complaint management and solution options, technology availability,

time and cost, risk analysis, performance monitoring and reporting and input into capital and operational budget preparation.
- Identify and establish productive key internal and external stakeholder relationships early to assist in the efficient execution of the responsibilities associated with this position.

Service Delivery
- Contribute and support the planning and delivery of projects / technology to enable an integrated solid waste recycling, treatment and disposal service.
- Provide continued technical and technology support during the service delivery phase, assisting with optimizing operations and making necessary adjustments to systems to achieve this.
- Develop, manage and administer all aspects of the technical services function including planning and delivery of preferred technology options, including assistance with procurement.
- Retain a forward thinking outlook whilst, at the same time, be responsive to immediate and/or short-term technical problem solving and advice, particularly to the Resource and Waste Management Department.
- Undertake on-going analysis of data, trends, and industry standards for waste recycling, treatment and disposal to ensure the Resource and Waste Management Department undertakes its operations/services consistently and in compliance with appropriate practices and strategic plans.
- Ensuring personal safety and the safety of others by following NEOM policies and procedures, cooperating with all reasonable instructions and actively participating in all health and safety training and consultation.

People Management

Help instill a culture of development, guidance and performance within Resource and Waste Management Department.
- Take responsibility, in collaboration with the Director, Technical Development, for building and maintaining a high-performance team.
- Participate in setting performance requirements and recruiting for key positions across Resource and Waste Management Department.
- Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance.
- Promote a high-performance working environment embracing NEOM's values.
- Develop and implement a program of capacity development for Department staff.

**Knowledge, Experienced, Qualifications: -**

Knowledge
- Deep and practical understanding of the technical and engineering aspects of waste processing technology such waste to energy, advanced thermal treatment and processing.
- Preparation of executive level reporting and related presentations.
- Demonstrated knowledge, expertise and implementation of best practice in the solid waste management industry.
- Understanding of the development, planning and delivery of integrated solid waste management services.
- Understanding of conventional solid waste ‘in house’ or contracted service delivery models.
- Understanding the use of technological solutions within waste management services.
- Understanding of proven and developmental recycling, treatment and disposal technologies to develop sustainable services to enable and support a circular economic model of delivery.
