Design Manager

Parsons Overseas Limited is looking for an amazingly talented **Design Manager - Traffic Engineering **to join our team

In this role, you will assist in advancing the growth of our broader Smart Mobility Solutions practice in the KSA by taking a leadership role in developing and executing our business plan in the areas traffic engineering, transport planning, traffic safety and traffic design.

**You will be responsible for overseeing and managing our traffic engineering portfolio including but not limited to smart mobility strategies, citywide transport planning, traffic impact studies, ITS, traffic management plans, traffic control and traffic operations analysis.**

**What You'll Be Doing**:

- Provide leadership on complex traffic engineering/safety and traffic planning studies including shared & micro mobility to support road and transit projects also act as a lead traffic engineer traffic designer in relevant projects, tasks, and other assignments
- Manage, coach, motivate and provide leadership for staff to provide high quality services and innovative solutions to complex traffic planning and traffic design challenges involving multiple stakeholders.
- Prepare technical reports, presentations and documentation of activity for clients and project management and promoting technical excellence and quality assurance of project tasks and deliverables.
- Providing shared micro mobility services as per client requirements.
- Provide effective and efficient management of relevant day to day operations, including scheduling, assigning and reviewing work to achieve project objectives and outcome measures
- Assist in business development activities and undertake leadership roles in proposal preparation incl. assistance in developing project methodology, work programs, schedules, budgets
- Maintain an awareness of trends, developments and advancements in relevant fields and broader industry to retain technical competency and provide state of the art services and advice to our clients
- Manage traffic operations analysis, traffic control and traffic management design deliverables for various types of projects (including highway and transit construction works) per underlying Project Agreements
- Manage a multidisciplinary team including Traffic engineers, transport modelers, planners and designers; and
- Perform other duties and responsibilities associated with this position as may be appropriate.
- Lead the project team in preparing traffic engineering plans, which could involve signal designs, signing and marking designs, conceptual designs for intersections, or Intelligent Transportation System (ITS) designs. Your expertise would be essential in ensuring accurate and effective plans.
- Overseeing traffic signal, junction, temporary works and other associated traffic engineering designs ensuring effective communication and collaboration with the project team throughout the project lifecycle.
- Responsible for developing and managing the scope of each traffic engineering design task, creating the schedule, and establishing budgets. This includes monitoring project progress and resource allocation to ensure successful completion.
- Provide regular written and verbal updates on project status to the project manager. This involves reporting on project milestones, risks, and issues, as well as discussing strategies to mitigate challenges.
- Present technical results and recommendations, utilizing your expertise in traffic engineering.
- Lead the project team in preparing traffic engineering plans, which could involve signal designs, signing and marking designs, conceptual designs for intersections, or Intelligent Transportation System (ITS) designs. Your expertise would be essential in ensuring accurate and effective plans.
- Assist engineers in developing technical approaches for traffic engineering projects and review technical results prepared by others. This includes providing guidance and ensuring adherence to quality standards and best practices.
- Provide training and guidance to junior engineers, sharing your technical proficiency and consultancy skills. This involves mentoring, offering technical support, and facilitating their professional development.
- Contribute to the successful delivery of traffic engineering projects, promoting safety, and enhancing transportation operations.

**What Required Skills You'll Bring**:

- University degree in Traffic or Civil Engineering or in other professional discipline pertinent to the job function combined with relevant management experience.
- Minimum of 20 years of relevant technical experience, including 5 years of successful project management experience.
- Proficiency in Transport Modeling Software: Expertise in using transport modeling software like EMME, VISSIM, Synchro, or similar
- Advanced Knowledge of Traffic Engineering Principles: Comprehensive understanding of traffic flow theory, shared mobility and micro mobility transportation planning, and traffic
