**Job Summary**:
The HSE Manager is responsible for ensuring that the facility complies with all applicable regulatory requirements and NOV's Global HSE Policy. This role involves facilitating and leading the facility's Health, Safety, and Environmental (HSE) functions, including the strategic planning and deployment of various initiatives aimed at improving HSE performance.

**RESPONSIBILITIES/ACCOUNTABILTY & AUTHORITY**:
**HSE Strategy & Compliance**:

- Develop, implement, and maintain HSE policies in alignment with OSHA, API, IADC, ISO 45001, and ISO 14001 standards.
- Ensure compliance with oil & gas industry-specific safety regulations, including OGP guidelines and local regulatory requirements.Liaise with government authorities, regulatory bodies, and industry associations for audits, inspections, and compliance requirements.

**Risk Management & Hazard Control**:

- Conduct risk assessments and hazard identification (HAZID, HAZOP) for manufacturing and servicing operations.
- Implement control measures for high-risk activities such as hot work, confined space entry, working at heights, and heavy machinery operation.
- Develop and maintain emergency response plans, ensuring site personnel are trained in fire safety, chemical spill management, and well control incidents.Lead root cause analysis (RCA) investigations for near-misses, incidents, and accidents, ensuring corrective and preventive actions are implemented.

**Training & Safety Culture Development**:

- Develop and deliver HSE training programs, including STOP (Safety Training Observation Program), Permit to Work (PTW), and Behavior-Based Safety (BBS).
- Conduct toolbox talks, safety drills, and awareness sessions on hazardous materials (HAZMAT), PPE, and lockout/tagout (LOTO) procedures.Foster a strong safety culture by engaging employees and management in proactive HSE initiatives.

**Environmental & Waste Management**:

- Implement and monitor environmental management programs, including waste disposal, air emissions, and chemical handling.
- Ensure compliance with environmental regulations, including EPA, ISO 14001, and local waste management laws.Develop initiatives for pollution control, resource conservation, and energy efficiency in the manufacturing process.

**Audits, Reporting & Continuous Improvement**:

- Conduct regular HSE audits, safety inspections, and gap assessments to ensure continuous improvement.
- Maintain records of safety performance indicators (KPIs), incident reports, and compliance audits.
- Prepare detailed HSE reports for senior management and regulatory agencies.Implement continuous improvement initiatives based on industry best practices, incident learnings, and technological advancements in HSE.

**Contractor & Supplier Safety Management**:

- Ensure all contractors and third-party service providers comply with company HSE standards and requirements.
- Develop and enforce contractor HSE pre-qualification and performance evaluation programs.Supervise permit-to-work (PTW) systems for high-risk activities such as welding, cutting, and heavy lifting operations.

**BEHAVIORAL SKILLS/COMPETENCIES & REQUIRED**:

- Strong knowledge of oil & gas industry HSE regulations, standards, and best practices.
- Expertise in risk assessment, incident investigation, and hazard mitigation.
- Leadership skills with the ability to drive safety culture across multiple manufacturing units.
- Proficiency in HSE management systems, including ISO 45001, ISO 14001, and OHSAS standards.
- Excellent communication, training, and report-writing skills.
- Familiarity with industry-specific software for HSE reporting and compliance tracking.Ability to work in a fast-paced and high-risk industrial environment.

**EXPERIENCE/EDUCATION/SKILL-SET REQUIRED**:

- **Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.**:

- NEBOSH Diploma, CSP, or equivalent professional HSE certification; IADC RigPass or similar oil & gas industry certification is a plus.
- Minimum of **7 years**in an HSE management role within the oil & gas drilling pipe manufacturing and servicing industry.
