**ASSISTANT CONTRACTS & COMMERCIAL MANAGER**
**JOB DESCRIPTION**
To manage all commercial cost and contract issues arising from all CHINA RAILWAY CONSTRUCTION CORPORATION LIMITED business clients in the areas of pre and post-contract administration and in so doing ensure the integrity of all commercial and contract activities.
- Recommend the department budget and monitor financial expenditure using cost data/information provided by the Finance Department's performance versus the budget so that the business is aware of anticipated cost/revenues.
- Assist with compiling competitive tenders and planning the correct resource and assisting with the correct budget provisions for an effective commercial team strategy.
- Oversee and advise on the formulation of appropriate contracting strategy to be adopted for all contracts.
- Oversee the development of contracting policies, procedures, and guidelines.
- Oversee development of standard contract forms and contract practice amendments.
- Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
**QUALIFICATIONS & EXPERIENC**E:
- BSc in Quantity Surveying, Constructions Management, Engineering or equivalent, or similar discipline, training to be or preferably **MRICS**, MCIOB, MAIQS or similar, MBA, LLM or MSc in construction management or construction law and arbitration.
- Over 20 years of experience required in a projects control function with 10 years in a managerial role managing commercial management teams(s) during the design and construction phase of major building and civil infrastructure projects.
- Proven leadership skills & track record in managing multicultural teams.
