Parsons is looking for an amazingly talented **Senior Engineer - Permitting**to join our team

**Key Responsibilities**:

- Lead and manage the permitting process for all project stages from concept design through construction.
- Liaise and coordinate with Saudi authorities (e.g., MOMRAH, Civil Defense, SEC, NWC, Royal Commission, etc.) for obtaining required NOCs, approvals, and permits.
- Support the design team with permitting requirements and incorporate authority comments into design development.
- Identify permitting risks and constraints early and provide mitigation strategies.
- Maintain an up-to-date database and log of all permits, approvals, and authority correspondence.
- Represent the PMC in meetings with government agencies and ensure positive stakeholder relationships.
- Provide technical support and review documentation prepared for authority submissions.
- Support the Permitting Manager in preparing status reports and presentations for internal and external stakeholders.

**Qualifications & Experience**:

- Bachelor’s Degree in Civil Engineering, Architecture, or a related engineering discipline.
- Minimum 18 years of total experience, with at least 5 years in permitting roles within Saudi Arabia.
- Strong knowledge of Saudi regulatory frameworks, permitting procedures, and key authority requirements.
- Previous experience working on large-scale infrastructure, hospitality, or residential projects in the Kingdom.
- Fluency in Arabic and English is mandatory (written and spoken).
- Strong interpersonal skills with the ability to work effectively with diverse teams and external stakeholders.
- Proficient in MS Office and project tracking tools; familiarity with Aconex or similar systems is an advantage.

**Preferred Attributes**:

- Previous experience working with PMC or consulting firms.
- Familiarity with Vision 2030-related initiatives and regional masterplans.
- Experience in fast-track project environments.
- Proven ability to manage multiple permits across complex project.
