**Position Summary**:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**Responsibilities**:
The Project Engineer is responsible for supporting the Area Engineering Manager to monitor and coordinate planning for project implementation.

**Job Dimensions**:
Supervision Received
- Receives operational supervision from a senior Project Engineer or Area Engineering Manager
- Receives administrative and technical supervision from an Area Engineering Manager, Manager of Engineering, or a senior Project Engineer.

Contacts
- As the point of Bechtel-Client contact on engineering aspects of assigned project or portions of a project, maintains regular client contact for progress of work, exchange of information, advice.

**Essential Job Duties**:

- Directs and coordinates activities for the project or assigned portion relating to studies.
- Prepares scope of work for studies in terms of deliverables, resources, projections, manpower, cost, and schedule.
- Demonstrated ability to analyze work breakdown of study scope into stages of data collection; options; recommendations; analysis and results;
- Demonstrated ability to prepare written scope of work to optimize resources and focus on client needs.
- Prepare scope of work and manage execution of studies in one or all of the following areas: Land use planning; economics and marketing; engineering systems and networks; sustainability and environmental planning; standards; asset management.
- Establishes or assists in establishing the detailed project execution plan and the development of the overall project budget and schedule.
- Visits jobsite as required for exchange and validation of information.
- Coordinates activities among client representatives on the project.
- Reviews project progress against approved schedules, evaluates changes and takes corrective action when required.
- Manages the flow of information required from third parties and client representatives to assure the timely progress of the engineering work.
- Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
- Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.

**Qualifications and Skills**:
**Essential Technical**:

- University degree in any one of the engineering disciplines - Civil/Mechanical/Electrical/Control System.
- Minimum 10 years work experience in engineering with 5 of those years in planning and design of civil infrastructur
