Your Opportunity We are currently bidding for a prestigious and Ultra Luxury new project in NEOM, Saudi Arabia and we are looking to hire Hard Services Manager who will Ensure that Hard FM activities are designed and delivered in alignment with the FM Strategy to meet objectives, goals, and targets. The primary purpose of the role is to oversee and ensure the efficient and effective Hard Facilities Management (Hard FM) as delivered by the appointed SP. This includes a comprehensive responsibility for monitoring and evaluating the performance of services such as maintenance and repair of physical and mechanical infrastructure, ensuring compliance with codes, standards, health and safety, and implementing best practices in building services and management. This role demands a proactive and nimble approach to Facilities Management in an Ultra-High Luxury Tourism setting, supporting the overarching goal of achieving excellence and sustainability in one of the most ambitious development projects globally. Key Accountabilities Guarantee that the execution of the Hard Services Operations & Maintenance Program falls within the designated annual budget and assist in formulating annual projections under the guidance of the FM Head and Finance manager. Oversee the Hard Services contractual Scope of Services at each asset, building and facility including for example Electrical, PAT, SCADA, LV, MV, FF, FA, ICT, Lighting and Water Systems guaranteeing compliance with appropriate SOPs, standards, industry best practice, and statutory mandates. Confirm that scheduled Hard FM tasks align with the approved yearly Operations & Maintenance (O&M) Program, fulfilling lifecycle necessities. Ensure immediate and emergency responses are executed in line with contractual Service Level Agreements (SLAs) and relevant SOPs. Employ the Asset Management System (AMS) for the strategic planning and execution of Hard FM O&M tasks. Conduct frequent assessments of the FM Risk Register and report any recognised risks. Ensure the CAFM system is leveraged effectively for all aspects of operations including helpdesk, performance tracking, PPM, store and inventory, workorders etc. Oversee a sophisticated, technology-driven inventory management system, utilising a "just-in-time" approach for optimal storage space utilisation. Develop and implement a holistic maintenance strategy encompassing Planned and Preventative Maintenance (PPM), Reactive Maintenance, and predictive approaches. Coordinate the logistics of resource allocation, ensuring all necessary tools and equipment are available and functional. Ensure that Hard FM activities are designed and delivered in alignment with the FM Strategy to meet objectives, goals, and targets. Support the Operations Manager in defining and authoring the required Standard Operating Procedures (SOPs) for highly effective contract management. Specific Requirements Minimum 10 years’ experience, 5 of which are in the GCC region, leading teams within Hard services planning and delivery. KSA experience preferred. Minimum, bachelor's degree in engineering/engineering management, facilities management, or similar. Certificates from recognised international FM bodies such as IWFM, FMP. Experience of oversight and implementation of FM Contract terms and conditions, leading teams within Hard services planning and delivery, including inspections, programming work, HSE, risk management, quality assurance and quality control. Experience preferred operating within technical environments of Master Communities, Island, Marine, F&B, Hospitality. What’s in it for you?
