Parsons is looking for an amazingly talented **HSE Manager **to join our team In this role you will be responsible for the day to day operations of the HSE section in the Technical Affairs Division in Yanbu. Responsibilities include, but not limited to: hiring of staff, staff management and oversight, development of systems, tools, and governance, and training plans. The Manager will ensure the construction HSE program aligns with industry standards and best practices.

Reports to the Royal Commission (RC) Manager of the Construction Safety Section (Assignment/Line Manager), as well as the Parsons Operations Manager (Functional Manager). The HSE Manager closely interfaces with Senior and Executive Management, both Parsons and Royal Commission.

**What You'll Be Doing**:

- Staff hiring and oversight, including performance review and evaluations.
- Participates in the review and approval of Contractor safety programs/plans.
- Participates in the review and approval of Contractor proposed project Safety Managers and staff.
- Directs and advises on inspection programs of project construction sites and advises and supports RC construction staff accordingly.
- Schedules and participates in safety audits through review and analysis of Contractor safety performance
- Develop, implement and coordinate training workshops for Contractors, RC Construction, and HSE staff.
- Lead investigations of construction incidents, both personal injury as well as property damage, to determine root cause and actions needed to prevent recurrence.
- Reviews and analyze reports to implement corrective actions where needed.
- Provide initial safety indoctrination to contractor construction and safety staff prior to starting work.
- Identify and implement all applicable industry and best practice safety standards, systems, and tools.
- Prepare, review, and update general safety-focused specifications for RC contract documents.
- Manage the collection, analysis and reporting of all HSE data.
- Manage overall safety program and procedures and oversee the implementation.
- Conduct meeting with staff, Contractor, and other RC staff as needed.
- Implement and deliver awards and recognition programs.
- Perform any other responsibilities associated with this position as may be needed.

**What Required Skills You'll Bring**:

- Bachelor Degree, or equivalent, from an accredited college or university.
- Minimum of 20 years of experience in construction safety and compliance, with minimum of five years of management experience.
- Minimum of 5 years experience in the “owner side” perspective.
- Certified safety professional (CPS) and a member of the American Society of Safety Engineers, or any other internationally recognized organization, is a plus.
- In-depth and strong knowledge of HSE industry practices and regulations.

- Excellent written and verbal communications skills, including speaking in front of large audiences.
- Ability to effectively manage both upward and downward.
- Excellent technical writing skills (English) to develop policies, standards, procedures, work instructions, and other systems and tools.
- Proficient in Microsoft Office Suite and safety management software.
- Must have the ability to perform with minimum supervision and be able to work with multi-national workforce.
- Must be culturally sensitive, a team player, and have strong business professional acumen.
