**Principal Objective: A brief summary of the responsibilities of the position**

Senior Engineering Specialist - Civil, provides technical support to the design process with particular emphasis on promoting and maintaining the technical adequacy, uniformity, and quality of the project designs in conformance with approved standards and codes. A focus on various public and private infrastructure projects with an emphasis on the design of streets and roads, construction sites, grading, drainage, potable water, sanitary sewers, reclaimed water, and irrigation utilities. Provides guidance to peers.

**Major Activities Performed: List the major job function(s) of the position.**
- Reviews A/E consultant design drawings, reports, specifications, calculations, and computer model submittals, and coordinates with the work of other disciplines.
- Prepares written summary of review comments in Engineering Review Comments (ERC) sheets.
- Confirms design comments from previous stage submissions have been correctly addressed and closed out.
- Provides technical guidance to personnel within the Section.
- Provides technical advice to other RC and SAPL Departments.
- Represents the Section at the project and inter-sectional meetings, as appropriate.
- Prepares/Reviews Request for Proposal (RFP) and Scope of Work (SOW) documents with design concepts.
- Provides technical assistance during pre-bid conferences, proposal evaluations, and post-award or other contract conferences.
- Reviews vendor/ shop drawings, and construction materials submittals.
- Provide support for the Construction Department in answering and resolving technical design issues, clarification and interpreting the design drawings and coordinating with other sections.
- Review Contractor's design submittals, specifications, and calculations submittals.
- Performs field inspections and provides professional field support as necessary during construction phases.
- Prepares interface layouts and conflicts solutions.
- Prepares / Reviews man-hour estimates for design fee proposals.
- Prepares technical correspondence, reports, and studies.

**Experience and Qualifications: List the background experience required for the position, number of years’ experience, in what fields. Describe the desirable academic background.**
- Bachelor degree from Western University in Civil Engineering with 12 years’ experience.
- Design experience in highway infrastructure / civil works is essential.
- Minimum of ten (10) years of experience in designing roads and associated infrastructure, earthworks, grading, stormwater drainage for the infrastructure of residential, commercial, and industrial areas.
- Experience with Road Safety Audits is desirable.
- Experience with traffic analysis and traffic studies is an advantage.
- Professional registration in the appropriate discipline is desirable.
- The ability to communicate effectively in spoken and written English is essential.
- A proven record of technical and administrative ability in design management.
- Must be knowledgeable with the standards of civil work.
- Conversant and has working knowledge of Industry Standard software in CE design. Experience of Autodesk Civil 3D, or any similar, is essential.
